State Festivals


Beginning with the 2014 Festival, Randy Dickerson will serve as State Festival manager for the UW-Eau Claire site. St. Norbert College, led by Dr. Eric High, will again host the Friday evening event in the Green Bay area on Friday, May 2, 2014.


2014 State Festival sites include:


April 26 • UW-Milwaukee • UW-Oshkosh • UW-Platteville • UW-Whitewater


May 2 • St. Norbert College


May 3 • Cardinal-Stritch University • UW-Eau Claire • UW-Green Bay • UW-La Crosse • UW-Parkside • UW-Stevens Point


School or Student State Festival Transfer Requests WSMA Festival Rule V.E


1. Requests to transfer all of a school’s state festival entries to another State Festival site must be submitted to WSMA in writing by November 15. a. WSMA retains the sole discretion to grant transfer requests and may limit transfer locations based on space available at a given State Festival site.


b. Generally, requests will not be granted for schools that schedule another music event or tour on the same day as the assigned State Festival.


c. State Festival transfer requests will be reviewed on a case-by-case basis. d. Any State Festival transfer requests received by WSMA after November 15 must be submitted in writing via email. If the transfer is approved, a $5.00 per entry surcharge will be assessed.


2. A request may be made to transfer a limited number of entries to another WSMA State Music Festival location. Requests are honored on a case-by-case basis. Split sites (one member school requiring entries at two State Festival sites) should follow this procedure: a. Requests must be submitted in writing by email and must include the reason for the request.


b. Online registration is required for all qualifying state events from the member school. In addition, written request must clearly indicate specific events and students to be transferred to an alternate State Festival site.


c. Split site requests received and approved after November 15 will be assessed a $5.00 per entry surcharge. Friday night Jazz Festivals that are held in con- junction with Saturday events are not considered a split site. No permission is required or surcharge assessed.


3. Students who miss their scheduled performance the first weekend of State Solo & Ensemble Festival may not reschedule for the second week.


x 2013 WSMA Festival Rules and Information Revisions


Each year, WSMA Festivals Adjudication, Concert, Solo and Ensemble and Music Selection committees review festival rules as to how best serve students through WSMA Festivals. Discussion and suggested revisions are brought to the steering committee, which then refines and forwards recommendations to the WSMA Board meeting in June for approval.


Revisions for 2013-14 include additional wording in Section I of the WSMA Festival Rules and Information:


“WSMA Music Festival Rules and Information govern all WSMA sanctioned festivals and are intended for use by member schools. WSMA allows individual school districts to adopt additional policies and expectations as an exten- sion of the rules and information.”


Beginning with the 2013-14 Festival Season, students in grade six are eligible to enter events to receive a rating in all events.


WSMA Festival Rule V.B.5: Students in grades 6 through 12 are eligible to participate at WSMA District Solo &


Wisconsin School Musician


Ensemble Festivals for rating or comments only. (Please Note: Previously, 6th


grade students were only allowed to


participate for Comment Only and could only receive a rating in ensembles where 50% or more of the membership was in 7th


grade or above. Rule V.B.6 used previously has been eliminated.


The school music teacher best knows the students’ physical limitations and capabilities and is expected to use professional judgment in determining and assigning music. It is strongly recommended that students begin the solo and ensemble experi- ence in Class C.


WSMA Festival Rule III.D.1–2: Determination of Class


1. The determination of events selected and class level chosen is at the discretion of the member school teacher utilizing the guidelines as stated in WSMA Festival Rule III.C.
