The practical steps in 2020
the choices that we might have about how we travel to work, school or our leisure activities; and our access to open space, the coast and countryside; the protection of our biodiversity and built heritage, as well as making provision for the needs of the Island’s economy for land and buildings.
The Island Plan will inform our answers to many of these questions because it is more than a planning document, it is a means of strengthening and re-informing our understanding of the character and future of the Island.
The Island Plan Review is also being informed by questions that go beyond Jersey’s borders. Fundamentally, in order to plan for the future, we need to develop a sound assumption about how many people we will be planning for. Therefore, the Island Plan will be informed by the States’ consideration of the findings of the Migration Policy Development Board, which was set up to develop a more responsive way of controlling who is able to live, work and access public services in Jersey. The final report, published in the second quarter of 2020, will help inform the Island Plan Review process.

In many ways, 2020 is an ambitious year and a year of action. These issues are complex and each issue will require us to gather a wide range of evidence. Each issue will require the Government to find effective ways of working with the public to produce solutions and requires new resources.
But we have to address these issues if we want to ensure that the Island remains a fantastic place to live, work, and grow up. That is why I – and this Government – have made such ambitious commitments for this year. Here is what the public can expect in 2020:
We will invest £1.55 million in greener forms of travel to reduce our transport emissions.
We will increase the subsidies available for Home Energy Audits to enable householders to assess what changes they can make to their home to reduce their emissions as well as their bills.
We will begin work on the Government’s Public Estate Strategy 2020, and reducing emissions from our publicly-owned buildings.
We will publish Island Plan research covering key issues and enable the public to better-understand the factors being considered.
We will form a Citizen’s Assembly to consider: “How should we work together to become carbon neutral?”
The States Assembly will respond to findings of the Citizen’s Assembly.
We will consult on the Draft Island Plan, providing a range of opportunities for Islanders to shape the next Island Plan.
An independent planning inspector will hold a public examination on the Draft Island Plan and the issues that people have raised about it towards the end of 2020. This is an open, transparent process which will provide Islanders with a further opportunity to influence the new plan before it is considered by the States Assembly in 2021.
