t the turning of the year – especially one which heralds a new decade – it’s common to reflect on what has been achieved to date, and to look ahead and consider plans for the future.


In recent years, and particularly in 2019, the protection and enhancement of the natural and urban environment has truly taken root in Jersey’s political and public consciousness. It is no longer a fringe or secondary issue; today, the environment is an issue which influences every decision that government takes. I view 2020 as the year in which those roots will become more visible, both in social change and


in the targets and actions that Government will take on behalf of the community.


There are three policies which I think will have a particular impact, and all of which will dominate 2020: the Carbon Neutral Strategy, which will set the course for how we achieve the ambition of becoming a net- zero carbon emitting island; the Sustainable Transport Policy, which will improve traffic congestion and islanders’ health and wellbeing, as well as reducing carbon emissions; and the Draft Island Plan 2021 - 2030, which will be developed this year, and will determine how we balance the conflicting social,


economic and environmental demands of our precious land over the next decade.


Making environment a strategic priority Politically, there were two significant firsts in 2019 which helped to position the environment at the heart of government policy. The Council of Ministers committed to protecting and valuing our environment. That commitment was made as one of our five strategic priorities, which determine where the Government’s efforts will be focused over our term of office. This has meant that the environment has been at the
