They also concluded that as methoxypropylamino cyclohexenylidene ethoxyethylcyanoacetate is a secondary amine it should not be used with nitrosating substances as it may be prone to the formation of nitrosamines. The nitrosamine content should be below 50 ppb.


SCCS/1613/19 Aluminium in cosmetic products In 2014 the Scientific Committee on Consumer Safety reviewed the safety of aluminium in cosmetic products and concluded that due to a lack of dermal penetration data the risk assessment could not be performed. The Scientific Committee on Consumer Safety asked for a human exposure study to be carried out.7


In


October 2016 Cosmetic Europe submitted a second dossier to address the issues raised by the Scientific Committee on Consumer Safety in their original opinion. Aluminium is present in antiperspirants, lipsticks and toothpastes. The Scientific Committee on Consumer


Safety was asked to consider if aluminium compounds are safe in antiperspirants and other cosmetic products such as lipsticks and toothpastes. The Scientific Committee on Consumer Safety concluded that aluminium compounds are safe at the


following aluminium concentrations: 6.25% in non-spray deodorants or non-spray antiperspirants; 10.60% in spray deodorants or spray antiperspirants; 2.65% in toothpaste; and 0.77% in lipsticks.


SCCS/1614/19 Zinc Pyrithione Zinc pyrithione is listed in annex III (entry 101) and annex V (entry 8) of Regulation (EC) No 1223/2009 and is permitted to be used up to a maximum concentration of 0.5% as a preservative in rinse–off products (excluding oral hygiene products) and 1.0% in rinse–off hair products. It is also permitted to be used in leave–on hair care products up to a maximum concentration of 0.1% providing its purpose is not to inhibit the growth of micro-organisms. The Scientific Committee on Consumer Safety in opinions in 2014 and 2018 concluded that it is safe to be used as an antidandruff agent in rinse–off hair care products up to a maximum concentration of 2.0%.8


In


October 2016 a dossier was submitted by the Swedish Chemical Agency to ECHA to harmonise the classification of zinc pyrithione to toxic to reproduction 1B under Regulation (EC) No 1272 / 2008. A risk assessment was carried out by ECHA’s risk assessment committee9


and in


September 2018 an opinion adopted that zinc pyrithione be classified as toxic to


reproduction 1B under Regulation (EC) No 1272/2008. Article 15(2) of the European cosmetics


Regulation (EC) No 1223/2009 states that substances classified as CMR category 1A or 1B by Regulation (EC) No 1272/2008 are prohibited unless all four of the following criteria are met: it complies with the food safety requirements as defined in Regulation (EC) No 178/2002; there are no suitable alternative substances available; an application is made for a particular use of the product category with a known exposure; and it has been evaluated and found safe by the Scientific Committee on Consumer Safety for use in cosmetic products. In April 2019 Cosmetics Europe


submitted a safety dossier for zinc pyrithione to be used as an anti-dandruff agent in rinse–off hair products. The Scientific Committee on Consumer Safety was asked to consider the use of zinc pyrithione as an ant-dandruff agent in rinse– off hair products up to a maximum concentration of 1%. The Scientific Committee on Consumer Safety concluded that zinc pyrithione is safe when used as an anti-dandruff in rinse–off hair products up to a maximum concentration of 1%. The Scientific Committee on Consumer Safety opinion fulfils the fourth requirement for substances classified as CMR 1B.
