Sports betting regulation in Brazil is facing further delay as it is potentially changed from a Provisional Measure to a fully fledged bill.
Chile - New tender for four casinos The Superintendence of Casinos (SJC) has announced that four projects were presented at the hearing for the presentation of technical and economic offers that took place on May 23 for two licences. Of these offers, one corresponds to a company looking to renew its licence and three to new companies. The SCJ has a period of 120 days to review them. The tender was carried out within the framework of the process for granting casino operation permits for an available space at the national level and one in reserve for the Maule Region – The Maule Region is one of Chile’s 16 first order administrative divisions and its capital is Talca. This tender began in January of this year.
The projects put forward were by Sociedad de Ríos Claros S.A, Casino de Juego Talca S.A, Casinos de Juegos Y Entretenimientos Antofagasta and Dalmacia Gamming S.A. The first two offers were made for the location in Talca and the other two were put forward for Antofagasta. Present at the hearing were the representatives of the companies, the lawyer from the Cabinet of the Undersecretary of Tourism, Francisco Muñoz who served as a government delegate before the Resolution Council of the SCJ and notary Renata Gonzalez.
Brazil - New lottery for city of Belo Horizonte The city of Belo Horizonte has approved the proposal for the creation of a municipal lottery. The measure was approved by the Belo Horizonte City Council which gave the go ahead in the first round of discussions for the proposal to create the new lottery which will be called BHLot if approved. The text was approved by 35 votes to four. According to the author of the proposal Juliano Lopes BHLot would follow in the footsteps of the recently launched Loteria Mineira.
Loteria Mineira began planning the introduction of new types of games, including instant lotteries and sports betting in the state of Minas Gerais after new rules were approved by Governor Romeu Zema in May 2021. The rules allowed for the Loteria Mineira (LEMG) to operate new lottery products including passive lottery games, a numerical lottery, sports betting and instants. The councillor was unsure how much the new lottery would raise for the city coffers but estimated that it could annually generate around $R5m a year.
The move follows in the wake of similar decisions made by city councils and regional governments throughout Brazil as they seek to offer their own lotteries and in some cases launch tenders for sports betting as well. Rio de Janeiro’s lottery authority has published the requirements for companies interested in competing for the licence to run and develop fixed- odds online and land based sports betting.

Sports betting in Brazil is facing further potential delay as it could be changed from a Provisional Measure to a fully fledged bill.
According to local press, Arthur Lira, President of the Brazilian Chamber of Deputies, has asked the government to change the current provisional measure into a bill, so it would need to go through approval in both legislative chambers. Te bill would be marked as urgent. However, the project would be delayed and it will undoubtedly face opposition from the evangelical caucus.
Earlier this month, Deputy Eli Borges, President of the Evangelical Parliamentary Front, stated the caucus’s opposition to gambling saying that the FPE was “totally against gambling and betting” due to the dangers of gambling related harm. Te Brazilian Institute of Responsible Gaming (IBJR) has expressed its growing concerns over new delays and the uncertain future of the regulation of the sports betting market in Brazil.
For the IBJR, the recent news that the provisional measure, scheduled for the end of April, would become a bill, marked an abrupt change of course with respect to the plan that the Federal Government had laid out until that point. Tis, in turn, has triggered insecurity among the sports betting operators that make up the IBJR the organisation said in a statement.
“During the more than four years that we have been waiting for the regulation of the sector and the issuance of operating licenses, since the approval of Law No. 13,756 by the National Congress and its sanction by the President, our optimism in the potential of the market Brazilian has been put to the test,” the IBJR said.
Te stringent cumulative tax regime proposed for Brazil - resulting in one of the highest tax burdens in the world - may make it difficult, if not impossible, for companies to operate sustainably in the country while the proposed licence fees for online operators would be amongst the highest in the world.
Mexico President launches investigation into licences
Mexican President Andrés Manuel López Obrador has reiterated his stance that no more licences will be granted under his administration.
“Casinos should not be opened. We are not issuing permits to open casinos, that began with (Vicente) Fox, when Santiago Creel was secretary of the interior, and I am going to ask the secretary of the interior for a report because if there is a new license it is cancelled because the instruction is not to hand over any license ,” he said.
His announcement comes as online operators become more present in local sports in particular Caliente which sponsors many clubs in first division football.
Te company is also the official betting house sponsor of the Mexican Baseball League and has sponsorship deals with football clubs in second division football as well.
Questioned during his morning conference about the mental health problems that gambling addiction can bring,
President López Obrador reported that he had instructed the Secretary of the Interior, Adán Augusto López, to open an investigation into casino and betting house licenses.
“We are not going to issue licenses for casinos that is clear. Since we are not granting new concessions for mining, since we are not allowing the exploitation of hydrocarbons with fracking, since we are not allowing transgenic corn for human consumption,” he said.
In a press conference in March of this year, President López Obrador further announced that no new casinos would be allowed to open in Mexico and that all casino licenses that had been granted over the last four years would be revoked.
