What’s going on? Two separate bills are up for
consideration in Congress and sports betting is scheduled to go live in
2020. Meanwhile the tourism ministry is lobbying for large scale casinos in
resorts and international operators are publically showing their interest in
investing in the market should gaming laws be changed. So is legislation going to be approved? How is
legislation shaping up when it comes to sports betting and what kind of gaming regulation are we likely to see going forwards?
LEGISLATIVE PROPOSALS
Currently there are two bills both of which would allow for a major expansion of the gaming industry in Brazil: one in the Senate and the other in the House of Deputies. Sports betting is now covered in another bill, which has already been passed. Te legislative process in Brazil means that a bill can originate in either house. Once passed it goes to the other house where it can be rejected, approved or amended and then returned to the Originating House. It is then forwarded for the presidential sanction or veto.

Bill 442/1991(PL 442/91) is the Chamber of Deputies bill. If it is approved, the final text of PL 442/91 will replace as many as 20 other gambling related projects, all of which have been discussed over many years. House Bill No. 442/1991 permits casinos in integrated resorts. Each state would have up to three casino establishments, depending on the state's population.
In the Chamber of Deputies, the gaming law would also allow for traditional bingo and video- bingo in casinos, bingo halls, jockey clubs, and football stadiums. Meanwhile, slot machines
would be only be allowed in casinos according to the bill. Crucially, incorporated into this bill is Deputy Paulo Azi’s proposal PL 530/2019, which was put forward in February and outlines a system whereby integrated resort casinos would be permitted and would be aimed primarily at promoting tourism. In addition, a new project Bill 5783 was introduced in the chamber of Deputies in November and proposes the building of casinos in tourist regions or in border towns.
Meanwhile, Senate Bill No. 186/2014 would also allow for casinos in integrated resorts. In all, 35 resort casinos would be permitted with at least one per state while some states would be permitted to have as many as three.
