MEXICO – The President of the Mexican Gaming Association (AIEJA) Miguel Ángel Ochoa, said that one of the pending issues for its members is the opening of gambling halls which are already licence.

Although 850 rooms are authorised in Mexico for 37 permit holders, so far only 379 are in operation. "The new government has not yet declared its policy on the opening of rooms, what the president has said in a couple of statements is that there will be no more licenses for new licensees, those 37 will not grow unless someone takes it to the courts and wins it there. But it does not say that the rooms that are already authorised cannot be opened, I think there (on that issue) it will be there where we will have to fight for some things,” he said.

Miguel Ángel Ochoa also stressed discussion in Congress is on the table for next year as it the government seeks to regulate online gambling and how licences are granted. The government is also looking at other options as well such as the possibility of opening up large scale resorts in popular tourist zones he said.

New rules over how the industry is taxed and monitored are likely under the new National Regeneration Movement administration. In March Miguel Angel Ochoa Sanchez reiterated his support for new rules which would change taxes on the industry in Mexico.

Te governor of Río Negro Province, Alberto Weretilneck has announced that he will end the casino licence contract with Entretenimientos Patagonia S.A. According to local press, gaming company Entretenimientos Patagonia S.A, breached its contract because of its failure to build a major bus terminal in the city as agreed in its contract with the government.

Mr. Weretilneck said that the issue would be resolved before the end of his term as governor. When the conflict with the company began earlier this year the governor was asked to guarantee 350 jobs for the workers in the three casinos. In January 2017 Weretilneck signed an agreement with Entretenimientos Patagonia S.A to extend the licence of gaming halls in the cities of Bariloche, El Bolson and Ingeniero Jacobacci for another fifteen years. In addition to an increase in the monthly fee the operator also agreed to build a new bus terminal in the city of Bariloche as well as fund the building of other public works in return for the extension.

Te governor announced at the time that the new agreement would help increase tourism in the area. He also emphasised the economic benefits generated by the company’s presence in

Evangelical bench warns against gambling reform

Brazil

A powerful evangelical pastor and congressman has warned the President of the Brazilian Tourist Board (EMBRATUR) Gilson Machado against lobbying for casinos. Gilson Machado defended the opening of casinos in Brazil in order to boost tourism and create jobs.

But speaking for the evangelical bench, which makes up President Jair Bolsonaro's main support base in Congress, lawmaker Marco Feliciano said that if the government insisted on pressing the issue, then that base would crumble.

In a tweet addressed to Gilson Machado, Feliciano said: “Friend @gilsonmachadont, I

the province. As well as being in charge of the construction of the bus terminal, the company was responsible for the expansion and remodelling of the central branch of the Casino de Bariloche. Meanwhile the company agreed to take on responsibility for other smaller projects in the cities of El Bolsón and Ingeniero Jacobacci.

Earlier this year the governor admitted that its ties with the company were under review. In September it was revealed that another local operator, Crown Casinos, had made an offer to buy Patagonia Entertainment thereby establishing a monopoly of gaming in the province.

Weretilneck said that the government is looking at either giving Crown temporary or long term control over the three casinos.

In December 2017 the government presented the final agreement with Crown to extend its licence agreement with seven gambling halls in the province. In return, the company was given permission to build the Paseo Sol del Río hotel casino complex in Viedma. Te licence will run until 2042.

know your intention is good to increase tourism in Brazil. But be warned: guiding gambling right now will only split PR @jairbolsonaro's base. Te Evangelical Bench will march united against it, and pastors from all over Brazil will preach against it.”

Marco Feliciano, an evangelical pastor and congressman has sold more than 600,000 self-help books and DVDs. He gained prominence in recent years for his fundamentalist Christianity and conservative social views. A long time member of the Social Christian party, in March 2018 Feliciano joined the Podemos party. In July 2019 Feliciano announced that he would run as a vice-presidential candidate in the 2022 Brazilian general election.

Last month Representatives of the block known as Centrão resumed a campaign to allow

for the opening of casinos in the country. Centrão is an informal but powerful multi party bloc with no clear ideological line, but its members share conservative values. President Jair Bolsonaro was consulted to see if the government would support a project allowing for casinos in the country, but gave no definitive answer. Bolsonaro told interlocutors that it would first be necessary to consult the evangelical bench before making a decision. In a conversation with the lawmakers last month, Bolsonaro said anything can be "talked about" as long as it is discussed by the evangelical caucus first.

Te ‘bancada evangelica’ (Evangelical Bench) represents around 200 representatives of the Congress, which has a total number of 513 legislators. Evangelical voters helped propel Bolsonaro to the presidency.
