Te Brazilian state government of Paraíba has announced the launch of the fixed-odds sports betting tender, with licenses to operators for 10 years.
Brazil - Sport Minister rejects esports as sport Brazil’s new sports minister and former volleyball player Ana Moser has claimed that eSports are not true sports. Moser doubled down saying that that competitions and video games are not unpredictable, but are fully programmable. Moser then controversially stated that eSports would not be part of her remit or her portfolio.
“In my opinion, esports is part of the entertainment industry, not sport. If you play a video game you just had fun. Digital competitions and games are not unpredictable; they are designed by a programmer. It is programming, totally different from real sports,” said Ana Moser.
Brazil’s new Sports Minister, Ana Moser, also chose not to comment on the regulation of sports betting in Brazil. “I find it difficult to give a position on this,” she said. Speaking to UOL in an interview, she avoided talking about the regulation of sports betting now that the Bolsonaro administration is over.
When asked whether regulating sports betting would be important in order to generate resources in sports, Moser said that “a lot of people are debating this. I, in particular, [find it difficult] to give a position on it”.
Ana Moser was chosen by President Luiz Inácio Lula da Silva to lead the Ministry of Sport from 2023. She was a member of the generation that brought the first Olympic medal in women’s volleyball to Brazil in 1996. Her stance on the matter could lead to further delays to Law number 13,756. In December 2018, President Michel Temer signed the bill to regulate land-based and interactive sportsbetting. However, the government of President Jair Bolsonaro missed the deadline to finaliae the decree. This is because according to the law enacted by his predecessor Law number 13,756 required the Ministry of Finance (currently the Ministry of Economy) to promote the regulation of sports betting within a time limit of four years.

Te Brazilian state government of Paraíba has announced the launch of the fixed-odds sports betting tender, with licenses to operators for 10 years. Licences can be renewed.
According to Decree No. 43376/2023 published in the Official Gazette of the State of Paraíba Governor João Azevêdo Lins Filho approved the regulation of fixed odds sports betting both in physical outlets and online.
State lottery organisation LOTEP will be in charge of preparing the market, which “will be exploited in a competitive environment through permits granted to operators at the state level.”
LOTEP will also be charged with carrying out the licensing process and will be responsible for the supervision and inspection of sports betting in the state. Te operators chosen by LOTEP will be responsible for putting in place player protection measures.

Paraguay Single sports betting tender awarded
Paraguay’s Executive Branch has backed the decision made by the National Gaming Commission (Conajzar) and awarded the operation of the single sports betting licence to Daruma Sam S.A. (Apostala), for another five years, through Decree No. 8,735.
President Mario Abdo Benítez signed the decree supporting the decision of the National Gaming Commission (Conajzar), headed by María Galván.
Te document was issued shortly after one of the disqualified bidders, Luis Carlos Alder Benítez, resorted to the courts to request an urgent appeal, which would have suspended the bidding process. Te action was put forward on January 3, but there has been no response from the courts. Te other disqualified bidder is Consorcio B-Gaming Sucursal Paraguay y Gambling S.A. which had also tried to stop the awarding of the licence to the current licence
holder. Both companies filed an appeal as only a national company with experience in the field would be allowed to operate. Since there is only one the current licence holder this in effect disqualified other companies from competing.
Recently, Conajzar reported that it had ratified the award to Apostala. Te President’s decree means that the bitter dispute over the sports betting licence is over for now. However gambling law could be set for a review.

Te expansion of the sector on a state-by-state level was only made possible by the Supreme Court. In September 2020, the Supreme Court of Brazil ruled that the federal government’s lottery monopoly was unconstitutional, paving the way for states to develop state lotteries for each of Brazil’s 26 states and one federal district as long as they comply with federal regulations.
Tis means that current operators can extend their offerings while states will begin to roll out their own lottery products within their own state borders. Online and land based sports betting was permitted by the federal government in December 2018 via Law No. 13,758/18. Sports betting was categorised as a lottery. Consequently states can operate sports betting within their territories.
Uruguay
Te Secretary of the Presidency of Uruguay has announced the construction of a new US$22m hotel and casino in the city of Paysandú. Te venture, funded by Argentine investors, is scheduled to open next year.
Te announcement was made by the Secretary of the Presidency of Uruguay, Álvaro Delgado, together with the mayor of Paysandú, Nicolás Olivera. Te terms and conditions for the casino tender, which will be operated privately, will be announced shortly according to the mayor.
Nicolás Olivera announced the news via twitter, noting that the project aimed to “boost tourism in our region.”
Te news comes after the Uruguayan executive branch received favourable reports from the Ministries of Economy and Finance and Tourism regarding the project.
