Councillor for the city of Rio de Janeiro Pedro Duarte announced that he will put forward a bill similar to a bill approved recently by the governor of São Paulo.

The head of the SJC, Vivien Villagrán, also attended the last session of the legislative body. Vivien explained that the regulation of online gambling in Chile will mean “an extremely costly battle” and assured that the intervention of other control entities such as the Internal Revenue Service (SII) or the Financial Market Commission (CMF), amongst others, would be necessary.
The Economy Commission of the Chamber of Deputies had been expected to deal with the bill put forward by lawmakers in August. The legislative initiative was presented by the previous government. In summary, the takeaway points were that operators would remain under the supervision of a new regulatory board with specific taxes of 20 per cent on gross income, 15 per cent on users, and licence fees for both general and special licences.

If approved the bill will reduce the ISS (Tax on Services of Any Nature) in order to create new jobs and generate more investment opportunities for betting, fantasy sports and lottery companies in the city. Te bill follows in the footsteps of an almost identical bill approved by São Paulo’s governor in December 2022.
Te initiative seeks to promote the generation of new jobs and investments in the region, and aims to prevent the migration of qualified professionals and large companies to the state of Sao Paulo, which has recently approved a project to reduce taxes for the sector to just two per cent.
According to the parliamentarian, activities in the sports betting, and fantasy sports sector have grown significantly in Brazil as well as globally in recent years, so Rio de Janeiro needs
to become more competitive in this regard.
“One of the largest tourist destinations in the world cannot continue to lose jobs in favour of other Brazilian capitals. Reducing the ISS rate for a sector that has been experiencing growing demand in Brazil and in the world, which works directly with technology, innovation and sports, is an important step for Rio de Janeiro to be competitive, attract new investment and, what is most important, create new employment opportunities,” said the councillor, who added that today’s taxation, as a rule, stands at 5 per cent. Te ISS is a tax which falls within the jurisdiction of municipalities and covers the services provided by companies, corporations, or by autonomous professionals, as long as the operation is neither within the jurisdiction of the Federation nor the Federal State.
In December, São Paulo’s city council approved betting bill (Bill 613/2022) in its second hearing. Te bill will put in place a minimum rate of only two per cent on the “ISS” tax.

Te former Minister of Justice and Public Security, Anderson Torres, has been removed from his post from Caixa’s supervisory board. His removal comes as a result of an investigation into whether he colluded with the storming of congress, the presidential palace and the top court in Brasilia. Te attack on the headquarters of the Tree Powers, in Brasília, took part last Sunday (8). Te Supreme Court has accused Torres of failing to act in his role as the capital’s security chief.
Supreme Court Judge Alexandre de Moraes said, Mr Torres’s “omission was amply proven by the predictability of the conduct of criminal groups and the lack of security that enabled the invasion of public buildings.”
After the end of the Bolsonaro administration, of which Torres was a member, he took over the Public Security Secretariat of the Federal District, which is responsible for security in the capital. At the time of the attack, Torres was in Miami on vacation.
