HORSE RACING Te first organised races were run in Warsaw in 1841. Historically, there have also been horse races in other cities such as in Krakow, in the second half of the 19th century. THE GREY MARKET In 2017 the illegal betting market in Poland stood at around 90 per cent. Te implementation of the newly-amended Gambling Law in 2017 included measures against illegal gambling, and was aimed at reducing it. Te list of websites with illegal gambling games is available on the website hazard.mf.gov.pl which maintains the Register of Domains Used to Offer Gambling Games Contrary to the Act. Te Register already contains 25,925 blocked websites. However, the grey market is still significant. In October 2024 Poland’s grey market of online casinos gen-

erated nearly PLN 26bn in turnover and over PLN 1bn in revenue in 2023, according to an EY report prepared for the Association for the Liquidation of the Grey Zone of Gaming and Pari-mutuel Betting in Poland ‘Play Legally.’ Te report stated: “According to EY estimates, the value of

revenues in the shadow economy in Poland has grown by nearly PLN 36m in five years alone and amounts to PLN 1bn and PLN 37.5m. Te data collected in the document show that the existence of the shadow economy has significant economic and social consequences. Tey may manifest themselves in a worse situation of the public finance sector, distortion of competition on the market, degradation of institutions and weakening of economic growth.” In May 2023, STS and Fortuna released a joint statement ad-

dressing the continued presence of the grey market in the country’s gambling industry. Tey noted that while the share of the market being lost to unlicensed operators has declined in recent years due to the rapid growth of the licensed sector, the actual amount of money spent in the grey market has continued to increase. STS president Mateusz Juroszek emphasised that the legal

sector has long advocated for stricter enforcement against com- panies operating outside Polish law, including more effective blocking of illegal websites and payments to them. Between May 12 and 15, both operators replaced their branding in sports leagues and teams, including the top-flight Polish football league, Polski Ekstraklasa, with the slogan “Play Legally” as part of a campaign promoting legal gambling. In addition, they called for a reduction in Poland’s 12 per cent gaming tax, one of the highest rates in Europe.
