Tere are only two commercial casinos in Rhode Island which are operated under the authority of Rhode Island Lottery which was set up in 1974 and saw total sales of $1.49bn in 2023 of which $434.7m was returned to the state. Te lottery offers various games from Keno, instants, bingo and PowerBall. A bill was passed in 1992 to permit electronic
gaming at the state’s two pari-mutuel wagering venues and in 2012 voters approved the addition of table games at the Twin River Casino in Lincoln. In 2016 the struggling Newport Grand Casino was relocated to the town of Tiverton on the Massachusetts border and could also offer table games. Bally’s Twin River Lincoln Casino Resort offers 4,100 VLTs and more than 100 table games plus a 136 room hotel and variety of restaurants and entertainment whilst Bally’s Tiverton Casino and Resort has 1,000 VLTs and more than 30 table games with a 84 room hotel, restaurants and en- tertainment facilities. Commercial casino GGR in 2023 amounted to
$707.5m up 2.8 per cent from the previous year. Tis was made up of $531.4m from slots and $135.8m from table games whilst sports betting saw $40.3m, down 18 per cent on the previous year. Online sports betting accounted for just over 76 per cent of this.
58 Sports betting was permitted in 2018 after a
bill enabled the state lottery to operate at the two casinos and online sports betting followed the next year. Sports betting is taxed at 51 per cent. In June 2023 legislation authorised igaming in Rhode Island with operations launched in March 2024 making Rhode Island the seventh state to launch igaming. Customers can now play slots and table games
with around 170 slots available initially for those aged 21 years and over with an online or mobile account with Bally’s. Te law imposes a 50 per cent tax on online
slot revenue with the remainder divided between Ballys and IGT (gaming supplier) whilst table games are taxed at 18 per cent. Net igaming revenue for the year 2024 (four months of oper- ation) amounted to $7.8m.

Tere are 22 commercial casinos in South Dakota all within the city of the historic Deadwood which is on the edge of Black Hills National Forest near to Wyoming and Montana borders. Te casinos can operate slots, table games and
sports betting and are regulated by the South Dakota Commission on Gaming.
With no major population centre within
hundreds of miles of Deadwood, the casinos rely heavily on tourism. Deadwood was founded in 1876 during the
gold rush and was an illegal settlement until South Dakota became a state in 1889. Miners, cowboys and gamblers poured into the town and eventually gambling was banned in 1905. Tis ban continued until 1988 when a struggling
town organised a state referendum and 64 per cent agreed to gambling. Te following year gamb- ling was legalised to help boost the town’s economy and the state became the third after Nevada and Atlantic City to permit legal wagering at the time. Tere were around 80 gaming venues in the beginning but as gambling was introduced in other states and fewer players visited, the smaller establishments were consolidated into larger gaming companies and today there are 22 casino resorts from the Rocksino by Hard Rock to Cadillac Jack’s Gaming Resort. To remain competitive the bet limits were in-
creased, other table games were added and sports betting was approved in 2020 and introduced in 2021 but is limited to the casinos and tribal casi- nos.
Te South Dakota Department of Revenue says $2.7m was wagered on sports betting in 2021, $7.2m in 2022 and $9m in 2023. Tis is compared to slots with $1.45bn wagered in 2023 and table games with $89.7m. Online sports betting is still not permitted after
a constitutional resolution was defeated. Commercial casino GGR in 2023 amounted to $147.6m, up 3.3 per cent from the previous year. Slots saw $130.6m of this and table gaming $16m whilst sports betting was responsible for $1m. Gaming tax amounted to $12.6m from the com- mercial casinos. Tere are 13 tribal casinos spread across the
state and also VLTS operated by South Dakota Lottery at more than 1,300 locations such as bars and taverns. Revenue from these was $392.8m in 2023.
