lotteries the green light is the state of Tocantins. In February Governor Wanderlei Barbosa, officially authorised the operations of the Tocantins State Lottery (Lototins). Te project involves planning, installing, operating, and maintaining state lottery units across all 139 municipalities in the state, aiming to increase financial revenue while generating new jobs and promoting social projects, particularly in the sports sector. During the initial phase, there will be over R$27m in investments in Tocantins, with the lottery expected to generate more than R$600m in gross revenue in its first five years. Te Lototins Consortium won the bidding and will be responsible for operating the project, distributing lottery points in shopping centres, commercial hubs, and other strategic locations throughout Tocantins. In addition to in-person options, the lottery will also offer online games. In the same month the government of Espírito Santo via


decree stipulated that Banestes Loteria S.A. will exclusively operate the public service of the state lottery, as a subsidiary of the Bank of the State of Espírito Santo (Banestes S.A.). Private companies may participate, but the majority shareholder control must remain with the state bank. New lottery games


and sports betting can be made available both via bricks and mortar locations and online. Other states are making considerable progress as well with


different states at varying stages. In June 2024 the government of Acre implemented a


working group to develop a project for the creation of the state lottery. In 2021 the Amazonas government sanctioned Law 5,749 which authorised the public service of state lotteries. In February 2024 it published a contract signed with a consulting service company to prepare technical studies for structuring, implementing, and operating the lottery service, with a completion deadline of 12 months. In the state of Amapá located in the northern region of Brazil a bill was put forward in the Legislative Assembly to create the State Lottery of Amapá (Loteap) in 2023.
