Sports betting is permitted via the Oregon Lottery. A limited form of sports betting was launched in 1989. Tis gave the state a partial exemption from the 1992 federal law prohibiting sports wagering. Sports betting ended in 2007 but the lottery reinstated the offering in 2019 and extended it to include singe event wagering on all professional sports.

the number of VLT locations which had been in place since 2021. Under the new regulations retail locations can apply to become a VLT location with certain rules in place. For example the sales floor figure was raised


from $2,667 per week per terminal to $10,000 whilst operators applying to become a VLT retailer must have been open for at least nine months.

Tere are 11 land-based casinos and six racinos in Pennsylvania all of which can operate slots, table games and sports betting and are regulated by the Pennsylvania Gaming Control Board. Gaming was authorised back in 2004 when


slots were introduced at racetracks, standalone casinos and three small casino resorts. Table games were later added in 2010. In 2017 a gaming expansion bill authorised up


to 10 ‘satellite’ or mini-casinos which are permitted up to a maximum of 750 slots and 40 table games. However only five potential sites were auctioned


before the market turned cold. Four are now open and in January 2023 the PGCB awarded the state’s fifth Category 4 casino licence for a satellite project sited near Penn Sate University. Rivers Casino Pittsburgh set up a partnership


with Bally’s Corporation to operate the casino but at the end of 2023 there was a legal challenge


by a rival operator. However the PGCB decision to award the licence was upheld in summer 2024. Tis legislation also enabled the commercial


casinos to apply for separate licences to offer landbased and online sports betting as well as igaming via affiliated online casino platforms. By the end of 2023 there were 21 online casinos and 12 online sportsbooks. Total gaming GGR that year amounted to $5.86bn, up 9.8 per cent from the previous year. Of this igaming was responsible for $1.74bn (up 27.6 per cent) whilst landbased casinos saw $3.44bn in revenue divided between slots with $2.46bn and table games with $971.7m. Sports betting revenue was $686.9m (up 15


per cent) and online sports betting was responsible for $643m with the remaining from retail. Casinos and racinos pay 55 per cent tax on


slot revenue and 16 per cent on table game revenue. Sports betting is subject to a 36 per cent tax rate. Total casino gaming tax revenue in 2023 was $2.32bn. Meanwhile truck stops can install up to five


Video Gaming Terminals (VGTs) on their premises and in 2023 there were 71 truck stops across the state which generated around $41.2m in revenue. Maximum bet is $5 and maximum payout is $1,000 with an 85 per cent payout percentage. Pennsylvania’s network of illegal skill games


operating in bars and stores has been the focus of attention. A high court will have to decide whether to shut the market down or legalise. It is estimated there are around 67,000 such machines in the state.
