Commercial gaming is offered in Virginia at one permanent landbased casino with slots, table games and sports betting and at two temporary landbased casinos limited to slots and table games. Casinos were permitted in 2020 via legislation which allowed for up to five casinos in specific cities across the state. Virginia Lottery Board regulates both casino gaming and online sports betting.


Te first to open was in Bristol in July 2022. Te 30,000 sq.ft Hard Rock Casino has been op- erating as a temporary facility until a full scale resort is built and operates 900 slots and 29 table games. Tere is a restaurant, sports bar and lounge. Te $515m permanent facility was due to open


in November 2024 after construction began in January 2022. It will house a 303 room hotel, more than 1,500 slots, 75 table games, new dining areas and 2,000 seat entertainment venue. Rivers Casino Portsmouth opened as a per-


manent casino in January 2023 and is operated by Rush Street Gaming which has five casinos in total across the US. It offers 1,400 slots, table games and BetRivers sportsbook. Finally Caesars Virginia Casino in Danville

Commercial casino GGR in 2023 amounted to $1.12bn with $410.8m coming from slots, $144.1m from table games and $6.6m from the sportsbook at Rivers Casinos. In 2020 online sports betting was authorised and operators could obtain permits to offer wa- gering across the state. Te law allows for 19 permits with seven reserved for designated partners of the casinos or sports teams. In 2023 online sports betting was offered via


17 licensed sportsbook platforms and overall sports betting revenue for 2023 was $560.2m of which almost 99 per cent comes from the online sector.


Te biggest market share is held by FanDuel (40 per cent) and DraftKings (27 per cent).
