receive licenses from the Ministry of Finance. Currently, the Krakow City Council has 12 draft resolutions
regarding casino locations. Most involve existing companies re- questing concessions for the same sites. Additionally, three new companies—Bookmacher, LV Bet, and Medella SA—are also seeking a license.
After a competitive tender process, Wintoro won the opportunity
to operate in Tarnów. Although some local councillors, including Tarnów's President Roman Ciepiela, opposed the casino due to concerns about gambling-related harm, the majority of councillors supported the initiative. In addition, Wintoro representatives promised measures to address gambling addiction, including systems to monitor players and limit access for those with prob- lematic gambling behaviours. It is hoped that the new casino will help reduce illegal gambling in Tarnów, as there are a number of illegal slot parlours in the area.
NEW LICENCES Warsaw In October 31, the Minister of Finance granted two licenses for the operation of land-based casinos in Warsaw, allowing both to operate for a period of six years after two licenses had ex- pired.
Te first licence was awarded to Wintoro, which will establish
a casino on Smolna Street in the heart of the city. Tis casino will span an area of 360sq.m, fully dedicated to gaming activities. It will offer a range of gaming options, including cylindrical games (with 1-20 tables), card games (3-20 tables), and slot machines (5-70 units). Te second concession was awarded to ZPR, which will
continue its management of the casino located in the Gromada Hotel, also situated in central Warsaw. Tis facility will feature a gaming area of 716 square meters and will host cylindrical games (2-10 tables), card games (2-10 tables), dice games (0-2 tables), as well as up to 70 slot machines.
Krakow Tere are currently four casinos operating in the city of Krakow – the current limit. Te concession of all of these casinos will expire this year. According to local press there is significant interest in renewing the licenses. Tree companies operate casinos in Krakow: ZPR, Casino,
and Casinos Poland. Teir licenses were granted in May 2018 and will expire this year, requiring them to apply for new ones. Te initial step is to obtain approval from the Municipal Council for the casino locations. However, with a maximum of four casinos allowed in Krakow, not all proposed locations will

Lubusz Province Under Polish law, only one casino can operate in cities with populations under 250,000, and there is a provincial limit of one casino per every 650,000 residents. Tis limits the Lubusz Province to just one operational casino. Te future of Gorzów Wielkopolski's casino landscape will
be determined shortly as the Ministry of Finance prepares to announce a new tender for the sole casino license, with significant implications for job creation and local revenue. Gorzów Wielkopolski is a key urban centre in western Poland.
Te city also plays a role in regional transport, connecting different parts of Poland and neighbouring countries. It also is a popular tourist destination as the city has several historical buildings, including the Cathedral of Gorzów. Hotel Mieszko is one of the largest facilities in Gorzów Wiel-
kopolski and is located in the centre of the city. As the casino license at Hotel Mieszko is set to expire in March 2025, Gorzów Wielkopolski is witnessing a competitive landscape for potential casino operators. Currently, Hit Casino operates in this location, and it has been active since 1995. A total of seven companies have expressed interest in running a casino in Gorzów Wielkopolski, including the current license holder ZPR. Recently, two more companies, Wintoro and Optimmum,
applied to open a casino at the newly opened four-star Hotel Pavco in the city centre. Te City Office has found no issues with this location, and a decision from the city council is expected soon. Meanwhile, the city council of the capital of the Lubusz
province Zielona Góra has also shown interest in hosting a casino, having already issued a positive opinion for a location on Żeromskiego Street, while a proposal for a different site was rejected.
