New Jersey has offered casinos since 1978 when a 1976 law permitted them to operate but restricted them to the Atlantic City area. Today there are nine casinos open which operate table games, slots and sports betting. Tese are: Bally’s Atlantic City, Borgata Hotel
Casino, Caesars, Golden Nugget, Hard Rock, Har- rah’s, Ocean Resort, Resorts Casino and Hotel and Tropicana. Te sector is regulated by the New Jersey
Division of Gaming Enforcement and the New Jersey Casino Control Commission. Total state gaming revenue reached $5.78bn in
2023 which was up almost 11 per cent on the previous year. Igaming revenue was $1.92bn (up 15.7 per cent) and sports betting revenue was $1.01bn (up 32 per cent). Revenue from landbased casinos was $2.85bn divided between slots with $2.11bn and table games $736.2m. Meanwhile the state saw $691.8m in gaming taxes. Tere are just over 1,000 table games in oper-
ation, 15,515 slots, and 15,512 hotel rooms in Atlantic City. Borgata has the biggest market
New Jersey became the third state in the US to implement this. Land-based sports betting followed in June 2018 after the state challenged a federal ban on sports wagering before the US Supreme Court. Monmouth Park Racetrack took the first wagers and Borgata Casino became the first Atlantic City casino to accept a legal sports wager. By the end of 2023 there were 37 online casinos and 21 online sportsbooks operational. In June last year the state signed a bill to extend
statutory authorisation for igaming in New Jersey until 2028.

New Mexico has five racinos with 2,829 slots and 21 tribal casinos with 15,500 slots plus 580 slots located in veteran and fraternal organisa- tions. Electronic gaming was authorised in 1997 and
is regulated by the New Mexico Gaming Control Board. A compact with the state’s tribes means no more than six commercial racinos can be per- mitted and these are restricted to a maximum of 50 gaming devices and no table games. A sixth racino has yet to be granted a licence. Meanwhile there are restrictions on operating
hours and slots can only be operated at racetracks on the days live or simulcast horse races are held,
up to 18 hours per day and cannot exceed 112 total operating hours per week. Te five racinos are located at Farmington, Al-
buquerque, Ruidoso Downs, Hobbs and Sunland Park. Total casino GGR in 2023 was $270.9m. Commercial casino gaming tax is just over 46 per cent and in 2023 this generated $122.9m. Te tribal casinos operated by 14 Indian tribes
are permitted to offer slots and table games and hold a monopoly on sports betting in the state due to their compact agreement which has a broad definition of what types of games are legal. During 2023 these generated $835m in GGR. Te Santa Ana Casino operated by Pueblo of
Santa Ana was the first to launch the first sports- book in October 2018 and there are currently only five venues offering sports betting although the Navajo Nation tribe is due to launch sports betting at its three casinos in New Mexico. Te tribe stretches into Arizona and recently
launched a Hard Rock Sportsbook at its casino property - Twin Arrows property in Flagstaff. Te sportsbook was opened in July and sits next to the remodelled sports bar and restaurant with eight kiosks and two betting windows. Tis was the result of a 10 year agreement with the Seminole Tribe of Florida (Hard Rock Digital) for a new mobile wagering app which was launched initially in early 2022. Navajo opened its first casino in New Mexico in 2008 (Fire Rock) followed by Flowing Water in 2010 and Northern Edge in 2012. In Arizona, Twin Arrows opened in 2013 followed by Navajo Blue Travel Plaza in 2020. A bill in 2021 (HB101) requested permission for
table games and sports betting at the state’s five racinos and remove operating hour limits. If this was introduced it was said the casinos could bring in $40m a year for the state budget. However the tribes have voiced concerns about the expansion of non-tribal gaming in the state saying if the racinos offered more casinos games and sports betting the revenues would decline for tribal casinos affecting money for their communities. Te bill failed to reach any momentum.
