Spike Island, Haul-
bowline Naval Base and Fort Carlisle Whitegate are among a number of historic sites in Cork that could appear on a UNE- SCO World Heritage list. The 11 military in-
stallations form a Napo- leonic landscape with a combined 4,000 years of history that stretches from the mouth of Cork Har- bour all the way to Ball- incollig. The requested sites
also include the Belvelly, Rossleague and Monning Martello Towers, Col- lins Barracks, Ballincollig Royal Gunpowder Mills, Camden Fort Meagher, Ringaskiddy and Haul- bowline Island Martello Towers. Cllr Marcia Dalton
received the full backing of her colleagues to have the Department of Cul- ture, Heritage and the Gaeltacht consider the locations worthy of World Heritage status. The Independent Cllr
said their architectural nature and construction, much of which is by pris- on labour, has an intimate relationship to a period of social history which should qualify them in their own right for inclu- sion on the Heritage List. She said “to put this
military landscape with the massive 1300 year heritage of Spike Island would surely clinch it.” Last year Ireland’s Al-
catraz, Spike Island, came second only to Machu Picchu at the Travel In- dustry Oscars. The World Heritage List currently compris-
es of 1,073 sites, located across 167 countries. Two of these sites are located in Ireland: Brú na Bo- inne, added in 1993 and Sceilg Mhichil, added in 1996. To be included on the
World Heritage List, the proposed sites must
be
of outstanding universal value and meet at least one out of ten selection criteria. In a report the Local
Authority Heritage Of- ficer, Conor Nelligan stat- ed that Ireland submitted a tentative list of sites in 2010 that include the Bur- ren, the Céide Fields and North Mayo Boglands. Mr Nelligan said “Gov-
ernments are encouraged to re-examine and re-sub- mit their tentative list at least every 10 years.” He said “as such State sup- port is critical.”

He said the problems were caus- ing a national emergency which is having tragic con- sequences for many young people and their families. Teachta made his com-
ments following an eye opening documentary of RTE last night, ’Big Pic- ture - Young and Trou- bled’, which focused on young people in need of mental health services. The Cork East TD said: “We have been raising
this with the Minister for some time now and the de- partment. CAMHS is sim- ply not meeting the needs of young people who are often in very desperate cir- cumstances and need im- mediate care. “Last night’s documen-
tary revealed there are 2,603 children and ado- lescents waiting for an ap- pointment with a child and
adolescent Mental Health Team, who treat vulnera- ble children in Ireland with moderate to severe mental health problems. 1,322 have been waiting more than 3 months. “This is due in large part
to a failure to recruit staff needed to fully operate a CAMHS team. At present and for quite some time now, around half of po- sitions in CAMHS teams across the country are va- cant. “This means that, in
many cases, no consultant psychiatrist to assess new presentations or no clini- cal psychologist to support that assessment. There are also gaps across the teams in different, but essential, disciplines. “Last night’s programme is only further proof of the horror stories of young people in desperate need being turned away from CAMHS or sent from pil- lar to post. This is unac- ceptable and is quite defi- nitely costing young lives. “Yesterday, I took part
in the launch of the in- terim report of the Com- mittee on the Future of Mental Health Care. The report included a raft of new proposals to improve recruitment such a pay review, subsidised housing, and allowing doctors from other jurisdictions to take up posts. No measure is too big or costly when young people are dying for lack of care. “We also need to see
greater move towards 24/7 services and the develop- ment of an 18-24 year old transitional CAMHS ser- vice so that no one in need of care or currently receiv- ing care slips through the cracks due to their age. “Last night was a wake
up call to the government. Simply talking the talk is not good enough; they need to put these sensible proposals into action and do whatever it takes to end the crisis in CAMHS. “Young people, their
families, and the staff charged with caring for them deserve better.”
