Spanish National Police are investigating a number of allegedly illegal payments to the daughter of ex president of Mexico Ana Cristina Fox de la Concha from Jordi Pujol Ferrusola, the eldest son of former President of the Catalan Government. Compiled by the Spanish anti- fraud unit UDEF police are now investigating payments for the rental of property in Mexico City. Te property was rented by Jordi Pujol Ferrusola from the daughter of Vicente Fox, who was President of Mexico 2000-06.


Dated May 26, 2016 the report states: “We are certain of the existence of at least one resolution favourable to the interests of Jordi Pujol Ferrusola decreed by the administration led by Vicente Fox," which was the granting of 106 betting licences to Promociones e Inversiones de Guerrero to which Jordi Pujol Ferrusola has close ties.


Te Spanish investigation led by the judge of the National Court, José de la Mata, revealed that the alleged payments were made from Iniciatives Marketing i Inversions the company owned by Pujol Ferrusola, to the person who they identify as Fox’s daughter and a third party for a total of €45, 717, for the alleged rental of a property in Mexico City. Te police are currently investigating the former Catalan leader Jordi


Brazil


Courts open way for gaming in Porto Alegre


Bingo halls in Porto Alegre, the capital of the Brazilian state of Rio Grande do Sul, are reopening after local magistrates have ruled in their favour. Magistrates for Te Criminals Appeals Panel have ruled that gaming does not constitute a criminal offense because the 1941 law, which outlawed gambling as part of Brazil’s Criminal Contravention Act, violates principles laid out in the 1988 Constitution. Te Brazilian constitution was rewritten in 1988 after civilian rule returned to Brazil after two decades of military government.


In addition, local bingo hall owners are hoping that the provisional measures passed in 2004 which banned bingo halls have expired. Operators believe that combined the situation could amount to a


legal limbo in which they may operate and a small number of bingo halls have reopened for business. However, while magistrates have acquitted defendants in a number of cases it does not necessarily mean that bingo halls have been given the green light as there are currently no rules in place which expressly allow them to operate. In addition Te Public Prosecution Service have appealed the acquittals to the Federal Supreme Court.


Te news comes at a time when both the Senate and the Lower House are considering overturning the ban on gambling. Gambling was banned in 1941 and in 1946 casinos were shut down by President Eurico Gaspar Dutra who claimed that they spread prostitution and encouraged the mafia and money laundering. New gaming legislation is now being considered in both the Chamber of Deputies and the Senate.

A scandal ensued in the Spanish media as it involves allegations against many family members, including trafficking of influence, bribery, money laundering and public corruption. His sons Jordi and Oleguer Pujol Ferrusola are also being investigated.


Te granting of licences under President Fox’s administration was controversial because so many were granted in such a short space of time. In the spring of 2005 President Fox attempted to completely do away with Mexico’s 1947 gaming laws and pave the way for a number of Las Vegas style casinos in tourist hotspots. However, lack of support for the bill in Congress meant his administration, rather than totally scrapping the old law could only add new legislation as an appendix to the old law.


While changes to the 1947 act did not give the go ahead for fully fledged land based casinos it did allow for sports betting shops, bingo and slot parlours. It also granted then head of SEGOB Santiago Creel the power to grant licences. Before leaving office in 2005 Mr. Creel granted 763 licenses to gaming parlours all over Mexico.


Chile


Gross Gaming Revenue for the casinos operating in Chile including the seven municipal casinos stood at of $37,150m in December 2016 a cumulative real growth rate of 2.1 per cent in the last 12 months and a monthly variation of plus 0.8 per cent compared to the same month last year. Gross Gaming Revenue for the casinos stood at $25,276m and made up 68 per cent of the total - this is a positive monthly variation of minus 1.9 per cent compared to the same month in 2015, but an accumulated real growth of 1.2 per cent over the last 12 months. In December the municipalities and regions received a total of $4,127m in gaming tax revenue from the 17 non municipal casinos while they also generated an additional $1,524m in tax on entrance fees for the state.
