Marina del Sol has raised serious objections to the Chilean Gaming Board’s (SJC) upcoming bidding process for the seven municipal casino licences.

CHILE CASINO OPERATIONS Trouble Ahead for Chile’s Municipal Tender

Marina del Sol claims that gross revenue estimates and visitor numbers issued by the SJC as part of the tender process are misleading. In a legal appeal the company has raised questions over the background information provided by the municipal governments as well as by the current operators of the municipal casinos.

In its written statement the company claims that the figures “prevent all participants from the process of accessing information that enables equal opportunities.” In extensive detail the statement analyses gross income figures released by the municipal government and the operator of the casino located in Viña del Mar.

According to local newspaper El Mercurio, the report claims that while the municipal government claims that the casino receives a total of 814,000 visitors a year the operators reported a few months later that it stood more closely to 1.5m – almost double. In addition the reported average spends is very low compared to the rest of the industry while there are also inconsistencies when it comes to gross gaming revenue figures. Combined these figures puts the entire process in doubt and makes it

“impossible to compete” on an equal footing while the lack of information “creates huge confusion” for those who must compete with the current operator.

Te company also pointed out a number of other inconsistencies which they say could be incompatible with local gaming laws specifically regarding special conditions which apply to each one of the seven licences. According to the document, a number of these conditions were not approved by the Resolution Council of the SJC the only body permitted to set them out.

Interest has been growing in investing in the municipal casinos especially the casino located in Viña del Mar. In May Head of the SJC Daniel García told local press that now that the Chilean Gaming Control Board (SJC) has published the requirements for the upcoming tender process one American, three Latin American and a Chinese company could apply for a licence for the municipal casino licence. Viña del Mar is undoubtedly the most emblematic of all the municipal licences. Te minimum financial bid for the casino will be US$22.3m.

the administration will be left to the current executive team of Dreams. Te company is also making progress in consolidating its debt and is in the process of restructuring with a number of Chile banks.

Dreams and Sun complete merger with Panama approval

Panama

Te Panamanian Gaming Control Board has approved the merger between Dreams and Sun International. Te newly formed company announced that the current shareholders of Sun International Dreams would share the property with about 50 per cent each.

Immediately after the merger, both sides agreed that Sun International would acquire a greater percentage of the shares, increasing its stake to 55 per cent through the purchase of securities of the merged company. However,

“Tis deal is a milestone in the history of Sun International. It gives the company great opportunities to achieve scale and reach outside Africa and diversify its earnings and risk,” Sun International CE Graeme Stephens (pictured) said in a statement.

“Dreams provides a strong presence in Chile, an expansion strategy that has seen growth in Peru, which is complementary to Sun International’s expansion into Panama and Colombia, and, importantly, an executive management team that comes from Latin America and has significant operational experience in the region.

“Latin America holds tremendous potential and plans are well advanced to

expand further in the region. We are already investigating exciting opportunities in Brazil, which is now opening to gambling, and have plans for expansion in Peru. Despite the current economic downturn, the gaming industry in Chile is still achieving good growth and there will be further opportunities in the next year or so to bid for additional licences in Chile.”

Te new company will have a total of 13 properties distributed in four countries and a total of 6,650 slots and around 295 tables. Dreams and Sun finalised the merger between both companies creating Latin America’s largest gaming operator in September 2015. Te merger will create a group valued at around US$400m. Te Chilean Gaming Control Board (SJC) approved the merger last month, but the companies also needed the approval of the Panamanian Gaming Control Board as Sun operates the Ocean Sun casino in Panama.
