Senate Urged to Pass Online Legislation SOUTH AMERICA


La cadena británica de casinos Aspers se ha dirigido al Departamento de Justicia de Irlanda expresando su interés en que se implemente una legislación que permita a los grandes casinos operar en el país. Se espera que el interés de Aspers anime al Gobierno a implementar el proyecto de ley de control del juego, que fue pre- sentado por Alan Shatter en 2013, pero que aún está pendiente de aprobación.


El Senado de la República Checa ha aprobado una nueva ley sobre el juego para el país. La decisión fue adoptada con una amplia mayoría de los votos: 42 senadores votaron a favor, mientras que 23 se abstuvieron. No hubo ningún voto en contra del proyecto de ley. El Presidente, Milos Zeman, tendrá 30 días para considerar y aprobar la propuesta para convertirla en ley.

Members of the gaming industry in Mexico have urged lawmakers to regulate online quickly due to the market being targeted by offshore operators


Lack of government control is, according to the Mexican Gaming Association (AIEJA), leading to a growth of illegal gaming especially amongst minors.

“Online gaming is very worrying because it is growing exponentially and we cannot control who is playing or if it is an underage person,” says President of the Mexican Gaming Association (AIEJA) Miguel Angel Ochoa.


Mr. Ochoa said that new laws were needed to regulate the online space and that operators should only be permitted to offer their services locally via permission granted to them by the Interior Ministry (SEGOB) and via a com.mx website. Furthermore according to the AIEJA those operators offering their services locally without a licence should be blocked. Mr Ochoa said that a number of US companies were offering their services to Mexicans “without paying tax or creating jobs in Mexico” and that the money was “going to their countries.”


New gaming legislation now being considered in the Senate should, however, bring with it regulation of the online space, he said. Although the Federal Betting and Raffles law focuses primarily on the land based industry the new law establishes that online gaming sites offering their series must be licensed in Mexico.

When it comes to online gaming the new law proposes that Mexico should adopt strict player protection measures as adopted by other jurisdictions in Europe specifically in line with France and the U.K. such as verification of the identity, age and address of the user through existing third-party systems. Strict control of advertising would also be put in place along with systems which would apply automated controls on betting and gaming activity, including full self exclusion. Furthermore the website established by the licensee must be defined with domain name com.mx.

Tis is helped by the fact that there are no restrictions in place when it comes to advertising. Online gaming has been permitted via special license in Mexico since 2000, but only land based operators have been allowed to offer their services locally. Te growth of casino-style gaming has led to an increased interest in betting online and growth is also being driven by sports betting as well.

Buenos Aires City takes control over gaming

While mayor of the autonomous government of the city of Buenos Aires announced that the Institute of Games and Betting in Buenos Aires would not renew its current agreement on gambling activities with the National Lottery. Now, according to the decree, the lottery has 120 days to produce a detailed timetable as to how gaming will be transferred to the city. When the transfer is in effect, the city government will have control over the so called “floating casinos” docked permanently to the city harbour as well as the racino and major changes could be forthcoming when it comes to gaming within the city limits.

Storm International has blamed the introduction of a smoking ban in Mexico for an eight per cent year-on-year revenue decline in 2015. Profits fell by 11.9 per cent, however, it saw 25 per cent revenue growth in Georgia with its Shangri La Casino in Tbilisi and 12 per cent growth in Germany.
