La décision a été adoptée par une large majorité de votes : 42 sénateurs ont voté pour et 23 se sont abstenus. Aucun n'a voté con- tre la loi. Le président Milos Zeman a 30 jours pour prendre connaissance et signer l'ébauche de loi pour la valider.

MGM Resorts va acquérir les biens immobiliers du complexe Borgata situé à Atlantic City. Dans le cadre de l’accord, MGM les louera à une filiale de son groupe MGM Resorts. MGM Resorts versera la somme de 600 millions de dollars US à Boyd Gaming pour l'acquisition de 50 % des parts de Borgata après avoir pris en compte la dette d'environ 600 millions de dollars US de l'immeuble que MGM s'engage à combler.
Le Resorts World Sentosa à Singapour vient de licencier 400 employés de casino afin de se montrer plus efficace face à la chute de ses revenus due à la baisse de fréquentation des parieurs chinois.

Nevada Congress members against Caesars’ REIT
Political support against Caesars Entertainment’s efforts to create a real estate investment trust (REIT) to split its assets. US Congress members have now signed a letter asking Treasury Secretary Jacob Lew to reject what would be a beneficial tax regime. Caesars has transferred 10 of its properties, including seven on the Las Vegas Strip, into a real estate investment trust that will be 70 per cent owned by MGM, but will allow for ‘strategic and financial benefits.’
In an attempt to cut its debt, Mandalay Bay, Te Mirage, Monte Carlo, New York-New York, Luxor, Excalibur, and the non-gaming Park development have been transferred into the REIT, along with the MGM Grand Detroit, Beau Rivage in Biloxi and the Gold Strike Tunica. Caesars put the unit into bankruptcy early last year, meaning creditors are owed $18bn. However 15 lawmakers have said Caesars’ plan contravenes the original intention of providing small investors opportunity to diversify into real estate.
Te letter said: “Te REIT would effectively shelter a considerable portion of the casinos’ profits, thus functioning as a taxpayer-funded subsidy to one of the largest casino companies in the US and its private equity owners.”

Expansion of gaming outside Atlantic City could lead to as many as four additional casino closures, though expansion efforts face an uphill battle, according to Fitch Ratings. Properties most susceptible to cannibalisation include Trump Taj Mahal, Resorts Casino and Golden Nugget. Fitch estimates a roughly 25 per cent decline in Atlantic City’s gross gaming revenue (GGR) would wipe out the operating profit before management fees of Golden Nugget, the most profitable of the three. Tis assumes proportional revenue loss among the existing casinos and that income falls by $1 for every $2 of revenue loss.
Fitch stated: “Declines of 10 per cent and 20 per cent in GGR would put Taj Mahal and Resorts at risk, respectively, under the same assumptions. Bally’s AC could also face an uncertain future, as Caesars ultimately closed the Showboat in September 2014 amid Atlantic City weakening and despite the property still being marginally profitable.
“Casinos in Northern New Jersey still face a long and uncertain future before the November referendum to legalize gaming outside of Atlantic City. Public opposition for gaming expansion has been lessening, but is still meaningful at around 50 per cent, according to the last Fairleigh Dickinson poll in January 2016. Tis was down from around 56 per cent in June 2015,” it added.
“Even if the referendum does pass, Fitch believes it will be at least four years until a casino could realistically open. Tis aggressive timeline assumes one year to pass the necessary regulatory legislation, a one-year bidding process, and a two-year construction phase, but the timeline could be even longer. For example, Wynn Boston Harbor and MGM Springfield are expected to open almost five years after their proposals were selected and nearly eight years after Massachusetts legalizsed casinos. Both projects have faced either legal or construction hurdles.”
