A special committee in the Brazilian Congress is reviewing legalisation which would legalise the popular 'jogo do bicho'

A special committee in the Brazilian Congress has been charged with reviewing proposed legalisation which would legalise the popular 'jogo do bicho' or animal game according to the website of the Chamber of Deputies.


The act, read by Deputy Vitor Valim (PMDB-CE), at its meeting on June 2, creates a special com- mittee to consider the proposal and contains other clauses which would also legalise bingos and casinos in resorts.


The cross party commission, which was estab- lished in May, at the initiative of the President of the lower house, Eduardo Cunha, is made up of 26 lawmakers. They have 40 sessions in order to discuss draft law number 442 which dates back to 1991, before a vote is taken.


When the law was first introduced in 1991, the author of the project, former deputy Renato Vianna argued that the animal game should be decriminalised, so that it could be regulated saying that the game finances “crimes such as arms and drug trafficking drugs and illegal slot machines. It is also a powerful instrument of corruption, as crime lords use it to bribe police and lawyers,” he said. The act, however, was shelved. Deputies arguing for change today say that the revenue generated by a legalised ver- sion of the game could be allocated to munici- palities where it could be used for education and health.


The game is particularly popular in Rio de Janeiro where it is currently controlled by clan- destine and criminal organisations, whose lead- ers, known as' bicheiros'- usually finance the impressive and world famous Carnival parades. The lottery-type drawing, operated on a region- al basis by criminals known as contraventores, has been illegal since 1946 in 25 of the 26 states with Paraiba being the only state where the game is legal and regulated.


The game was first founded in 1892 by Baron Drummond Joao Batista Viana, founder and owner of Rio de Janeiro Zoo. To overcome a cri- sis in its finances, the baron had the idea to cre- ate the lottery and allowed the bettor to choose 1 of the 25 animals in the zoo. Each species is associated with a sequence of four numbers ranging between 1 and 100.It is believed that the game is so popular today that it matches the national lottery in terms of revenue.

Casino revenues increase by almost 20 per cent in Chile


CHILE The 16 casinos in operation in Chile have reported increased earnings according to statistics released by the Chilean Gaming Control Board.


In April gross gaming income stood at US$38.7m an increase of 2.2 per cent compared to March, and a 19.9 per cent increase com- pared with the same period last year.


In April the 16 municipalities and 11 regions where the casinos are located received a total of US$6.4m in gaming tax revenue while casinos generated an addi- tional US$2.1m in tax on entrance fees for the state. On top of this amount the casinos also generat- ed US$6.2m in gaming VAT.


Gaming revenues during April were 2.2 per cent higher than in March while the number of visi- tors also increased by 4.2 percent from 409,158 in March to 426,360 in April. Year on year gross gaming revenue increased by almost 20 per cent to 19.9 per cent compare to April last year while the average spend per visit was up by 15.3 per cent from $48,421 pesos in 2014 to $55,806 pesos in 2015.


In terms of gross gaming income generated by the casinos, the Monticello Grand Casino came in first place with 27.6 per cent ($6.565bn). In second place came Casino Rinconada 13.1 per cent ($3.125bn). In third place came Marina del Sol 11.4 per cent ($ 2.718m). This was followed by


Enjoy Antofagasta 9.8 per cent ($2.322bn). Dreams Temuco 7.5 per cent ($1.782bn). Dreams Punta Arenas 5.5 per cent ($1.306bn). Casino Sol Calama 4.8 per cent ($1.142bn). Dreams Valdivia 4.2 per cent ($998m). Gran Casino de Talca 4.0 per cent ($962m). Casino de Colchagua 2.3 per cent ($536m). Casino Sol Osorno 2.1 per cent ($492m). Antay Casino & Hotel 1.9 per cent ($ 456m), Casino de Juegos del Pacífico 1.9 per cent ($440m). Casino Gran Los Ángeles 1.5 per cent ($356m). According to the latest statistics released by the SJC, the 9,672 slot machines in operation in April handed out an average of 93.8 per cent of the stake. While the total bets made on slot machines stood at US$ 501.5m the prizes handed out stood at US $ 470.4m, leaving a total win for the casinos of US $ 31.1m.
