Catalonia Approves BCN Development EMEA


Das Abgeordnetenhaus der argentinischen Provinz Buenos Aires hat den neuen Haushalt der Gouverneurin María Eugenia Vidal für 2017 verabschiedet. Ausschlaggebend ist dabei, dass der neue Haushalt auch eine Reihe bedeutsamer Änderungen an der Besteuerung des Glücksspiels in der Provinz mit sich bringt. Durch das neue Gesetz steigt die Steuer auf die Brut- toeinnahmen aus dem Glücksspiel und von Spielhallen von zwischen zwei und drei Prozent auf 15 Prozent. Außerdem müssen die 46 in der Provinz betriebenen Spielhallen jetzt ein Eintritts- geld in Höhe von 20 Peso je Kunden erheben.


Das gegenwärtig im Beratungsverfahren befindliche neue mexikanische Glücksspielgesetz lässt möglicherweise Spielbanken auf Kreuzfahrtschiffen zu. Nach derzeit geltendem Recht dürfen Spielbanken auf Kreuzfahrtschiffen ohne vorherige Genehmigung durch das Innen- ministerium für die Passagiere nicht geöffnet sein, während die Schiffe in mexikanischen Häfen vor Anker liegen oder wenn sie mexikanis- che Hoheitsgewässer befahren.


Der Gouverneur der Provinz Mendoza, Alfredo Cornejo, hat ein Kasino in der Stadt La Consulta geschlossen. Das Kasino hatte seine Zulassung vor 10 Jahren mit dem Ziel der Bele- bung des Tourismus in der Region erhalten. Von offizieller Seite wird jedoch argumentiert, das Kasino habe wenig dazu beigetragen, mehr Touristen anzuziehen, sondern stattdessen das Glücksspiel in der lediglich 8.000 Seelen zählen- den Stadt angekurbelt.


Senator José María Martínez, ein Mitglied der Nationalen Aktionspartei (PAN) hat das mexikanische Innenministerium (SEGOB) aufge- fordert, dem Senat einen Bericht zur Anzahl der gegenwärtig in Mexiko betriebenen Spielbanken sowie die genaue Anzahl der zur Eröffnung weit- erer Einrichtungen eingereichten Anträge vorzulegen.


Der Bebauungsplan (PDU) für das Vorhaben einer BCN World im spanischen Barcelona ist verabschiedet worden. Den Betreibern, Hard Rock, Melco und Peralada, bleiben drei Monate, um der katalonischen Regierung ihre Vorschläge vorzustellen.


Die Bauarbeiten an dem 4 Mrd. Rand teueren Time Square-Kasino- und Hotelkomplex von Sun International in Menlyn Maine im südafrikanis- chen Tshwane-Distrikt sind voll im Plan, wonach das Kasino rechtzeitig im April 2017 eröffnet werden soll.


Das polnische Tochterunternehmen der Olympic Entertainment-Gruppe, Casino Polonia in Wrocław, das bis zum September 2016 das Vorzeigekasino der OE-Gruppe in Warschau, das Olympic Casino Sunrise, betrieben hat, hat bei Gericht einen Konkursantrag gestellt.


New Silkroad Culturaltainment meldet die offizielle Umbenennung des Kasinos im Jeju KAL Hotel in Südkorea in „MegaLuck“. Das MegaLuck betreibt zurzeit einen Roulettetisch, zwei Black- jack-Tische, 25 Baccarat-Tische sowie 24 elektronische Spielautomaten.

Te Government of Catalonia has finally approved the long-delayed Urban Development Plan for BCN World in Barcelona, Spain


Te Urban-Development Master Plan (PDU) for the upcoming BCN World in Barcelona (now known as the Tourist and Recreation Complex) has been approved


SPAIN CASINO OPERATIONS


Operators Hard Rock, Melco and Peralada, the three companies interested in the BCN leisure and entertainment complex, have three months in which to present their proposals to the Catalonian government.


Josep Rull Minister of Territory and Sustainability said that the new plan had been approved after a six month public consultation period and that a number of important changes had been made when it came to infrastructure as well as the protection of the environment. He also added that the new version of the PDU addresses the majority of the issues brought to the government’s attention by a number of institutions and local councils.


As well as making a number of modifications to the plan, the government also released an economic study which was compiled by the Universidad Rovila i Virgili de Tarragona (Te public University of Tarragona). According to the report, additional tourists spend will stand at between €860 and €1.145bn per year. Te complex could also create 12,000 direct jobs, and once it has been open for a year could lead to 1.7m to 2.1m overnight stays in the area of


Campo de Tarragona – a 21 per cent increase over present figures. Between 3m to5m visitors could visit the new complex a year.


Work on the complex will begin in the summer of this year. Te new project will be far less ambitious than envisaged and will house less casinos and hotels than previously announced. However, according to President of Catalonia Oriol Junqueras a total of €2.5bn will be invested in the project which will create 10 thousand jobs. Gaming space, however, will be reduced drastically to just 4 per cent of the total space of the new project.


Currently there are four casinos in Catalonia and one or two more large scale casinos will be part of the newly established Tourist and Recreation Complex. Both Melco and Hard Rock are competing to operate a casino each while the Peralada Group in partnership with the Genting Group are also competing to be the sole operator and would run a single large scale casino in the resort. Te three companies have deposited a bond of €2.5m each committing to buy land where the hotels, casinos and shopping areas will be built.


South Africa Country’s second largest casino to open in April


Construction on Sun International’s R4bn Time Square casino and hotel development in Menlyn Maine, Tshwane, is fully on track, with the casino due to open on time in April 2017.


Tis will be followed by the 8,000- seat Arena in September 2017 and the hotel complex in March 2018. Gaming equipment will start moving onto the site this month. Time Square – which will be the second largest casino in South Africa (after GrandWest) with 2,000 slot machines and 60 tables – represents the biggest development in the hospitality, gaming and leisure industry since the construction of Sun International’s GrandWest Casino in Cape Town, in 2000.


Sun International’s Michael Farr, Group General Manager of Brand and Communications said: “Te complex is now taking shape, with its distinguishing roof now part of


the Menlyn skyline. “About 10,000 direct and indirect jobs will have been created during the construction and the initial fitout and start-up phase.


Te development will also generate considerable revenue for both provincial and national government by way of taxes and gaming levies. It is anticipated that around R1.7bn in gaming taxes and VAT will be generated in the first five years of operation at Menlyn Maine and the total estimated revenue to Government from the project over a five year period is estimated at around R2.7bn.”


Time Square will also offer a new concept in hospitality in that it will offer a range of hotel star accommodation in a single building: 3-star accommodation with 96 rooms, 4-star accommodation with 94 rooms and 5-star accommodation with 48 rooms and suites.


Poland


Olympic Entertainment Group’s Polish subsidiary Casino Polonia-Wrocław, which operated the flagship casino of OEG in Warsaw until September 2016, Olympic Casino Sunrise, has submitted to the court its bankruptcy petition.


Te Baltic-based operator had informed back in September that its bid for a local specific activity license had been rejected by the Ministry of Finance. Olympic Casino Sunrise had been open for nine years.


Olympic said it would compete in the upcoming public tender for the local specific activity license, but that it would be forced to suspend its Polish operations with losses totalling €10m. Whilst suspended the casino said it would carry on employing 15 of its 39 Polish employees.
