La Cámara de Diputados de la provincia de Buenos Aires (Argentina) ha aprobado el nuevo presupuesto de la gobernadora María Eugenia Vidal para 2017. El aspecto crucial radica en que el nuevo presupuesto también dispone toda una serie de cambios importantes sobre la forma en que se tributa el juego en la provincia. La nueva ley aumenta entre un 2 y un 3 por ciento los impuestos sobre los ingresos brutos del juego y los bingos, con lo que la tasa asciende al 15 por ciento. Además, los 46 bingos que operan en la provincia tendrán que cobrar a partir de ahora una entrada de 20 pesos por cliente.


La nueva legislación sobre el juego deMéxico que se está tomando en consideración actual- mente podría permitir los casinos dentro de cruceros. Según las normas actuales, los casinos alojados dentro de cruceros tienen prohibido abrir sus puertas a los pasajeros mientras están atra- cados en puertos mexicanos o mientras navegan en aguas de México salvo que reciban por ade- lantado el permiso del Ministerio del Interior.


El gobernador de la provincia de Mendoza, Alfredo Cornejo, ha cerrado un casino ubicado en la ciudad de La Consulta. Dicho casino obtuvo una licencia hace 10 años con el objetivo de atraer el turismo a la zona. Sin embargo, los rep- resentantes públicos han argumentado que el casino no ha hecho mucho por atraer el turismo y que, en su lugar, ha incrementado el juego en la ciudad, que solo cuenta con 8000 habitantes.


El senador José María Martínez, miembro del Partido Acción Nacional (PAN), ha solicitado que la Secretaría de Gobernación de México (SEGOB) remita un informe al Senado acerca del número de casinos operativos actualmente en México, así como sobre el número exacto de solicitudes que se han presentado para abrir más establecimien- tos.


Se ha aprobado el Plan Director Urbanístico (PDU) para el próximo BCN World que se cele- brará en Barcelona (España). Los operadores Hard Rock, Melco y Peralada disponen de tres meses para presentar sus proposiciones a la Generalidad de Cataluña.


Las obras de construcción del casino Time Square de Sun International y el correspondiente complejo hotelero en Menlyn Maine (Tshwane, Sudáfrica), valorado en 4000 millones de rands, están en plena marcha, con la inauguración del casino prevista para abril de 2017.


La filial polaca de Olympic Entertainment Group, Casino Polonia-Wrocław, que operó hasta sep- tiembre de 2016 el casino emblemático de OEG en Varsovia, el Olympic Casino Sunrise, ha remi- tido a los tribunales su petición de bancarrota.


La compañía malaya Podiumspot Capital Group ha iniciado las obras en lo que afirma que será el mayor crucero con casino del mundo, conocido como Crusino. Según las previsiones, la construcción durará tres años. El Crusino tendrá 295 m de eslora y 36 m de manga, y ofrecerá capacidad para un máximo de 3200 pasajeros.

Te Chamber of Deputies for the province of Buenos Aires has passed Governor María Eugenia Vidal’s new budget for 2017.


ARGENTINA GOVERNMENT


After weeks of negotiations the Buenos Aires lower house has approved the initiative set by Vidal’s administration in January, meaning that the new budget is now law.


New Taxes Approved in Buenos Aires additional funding via taxation on the industry.


Te budget, which includes the approval of expenditures of more than $522bn, allows the government to borrow $52bn pesos in order to improve infrastructure and includes a 36 per cent increase in property tax. It also includes guidelines for salary increases for state workers of 17 per cent.


Crucially, the new budget also makes a number of important changes to the way gaming is taxed in the province. Te new law increases tax on gross revenue for gaming and bingo halls from between two and three per cent, raising it to 15 per cent. In addition, 46 bingo halls operating in the province will now have to charge an entrance fee of 20 pesos per customer.


Half of this amount will be destined to the municipal governments while the other half is intended to be used in campaigns and programmes against gambling addiction. Te government aims to raise $6bn pesos in


CONMEBOL contracts Sportradar to support football integrity

In order to prevent, detect and investigate the various forms of match manipulation that may occur, the South American Football Confederation (CONMEBOL) has formed a partnership with Sportradar’s Integrity Services, focusing on a range of the continent’s leagues and competitions.


Te services CONMEBOL will receive include:


1. Implementation of the company’s Fraud Detection System, monitoring the global betting market across a host of South American football leagues and competitions, in order to detect possible fixes and manipulations;

According to its initial proposals the government planned to impose a fixed tax of $40,000 pesos on the 80,000 slot machines operating in the country and charge 0.75 per cent on wagers via an indirect tax. Te government agreed to scrap the direct tax on slot machines as the opposition considered it double taxation. Te 0.75 per cent consumption tax on bets remains, while it will stand at two per cent for online gaming.


While under debate the new taxes provoked a number of protests. Earlier in January, workers went on strike in response to news that the Cambiemos Party, which is led by President Mauricio Macri and is also Vidal’s party, planned to make changes to income tax laws which would affect the sector.


As a result 250,000 workers went on strike with the strike affecting bingo halls, racetracks, casinos and lottery agencies nationwide. Workers from the gaming sector also went on strike to oppose the new taxes and blocked roads in a number of cities nationwide.

Panama


According to the latest report released by Panama’s National Comptroller’s Office, gambling in the first 10 months of 2016 fell by almost 10 per cent compared to the same period in 2015, standing at US$1,866m - around US$192.7m lower. Horse racing saw a slight upswing with bets increasing by 0.5 per cent rising from US$39.1m to US$39.3m but gambling in bingo halls reached just US$2.8m - a fall of 4.9 per cent in the first 10 months of 2016. Table gaming also saw a decline falling by as much as 26.1 per cent - from US$230.3m to US$170.1m. Gambling via type A slot machines (slots which do not have a payout ceiling) fell by 7.4 per cent and stood at around US$1,628m - the first time it has fallen in four years. Sports betting also declined falling by 11.4 per cent to US$25.387m. Te fall is being attributed to the 5.5 per cent tax applied to all cash withdrawals made in casinos, slot parlours, bingo halls and sports betting shops and tracks, instigated in June 2015.
