‘My project involves the redesign of the Orthotics Service within the Trust to improve quality, skill mix, and deliver a cost efficient model in line with capacity improvement programme targets.

The overall aims of the project are to:

• Map and review current orthotics provision

• Map current products provided and costs

• Assess capacity and demand

• Agree the criteria for cost benefit evaluation

• Map the current work force and skill mix

• Agree the future model in terms of quality and cost effectiveness

• Identify the key enabling strategies for the transition (workforce/training/IMT)

• Identify the performance management metrics to include safety, clinical effectiveness, cost effectiveness and patient experience.

• Develop the implementation plan for the new model.’

JULIE ROSS

Role: Strategic Head of Commissioning and Primary Care

Organisation: North East Strategic Health Authority

Project: GP Commissioning system architecture

‘My project is about designing the overall system architecture for the North East's general practice commissioning consortia and the associated commissioning support arrangements. I am hoping that the aspirant leaders programme will help me to focus on my own development, whilst I am leading this very high profile piece of work.

In order to successfully implement the new commissioning system and establish the support arrangements, it is essential that GPs are not only fully

engaged, but are driving the work. In parallel, the North East NHS must achieve £800m recurrent savings by 2014 and therefore the transformation of the NHS commissioning must go hand in hand with the transformation of health care provision.

The objectives of the project are:

• To establish the regional framework such that general practice commissioning consortia can operate, in shadow form, from April 2011.

• To agree the transitional commissioning support arrangements in the north east by April 2011 and to create the conditions in which the support arrangements can thrive from April 2012 onwards.

• To create and agree a development programme for general practice provision by April 2011.’
