the Gateway (Portland), Oregon, Lodge No. 2411 do hereby acknowledge and appreciate the leadership, accom- plishments, and dedicated service ren- dered by Gene Spina, who fervently lives the obligation of fraternal broth-


erhood in serving his lodge, the Metropolitan District, the Oregon State Elks Association, and the Grand Lodge; and Whereas, He was initiated into the Gateway (Portland) Lodge in March of 1980, serving on numerous committees including the Americanism Committee for ten years, the Public Relations Committee for twenty-one years, served as Drug Awareness chairman for twelve years, and the success of this program was recognized by Oregon’s Congressional Delegation and by then First Lady Nancy Reagan, is re- sponsible for writing several procedural policies and sample contracts including the lodge’s Safety Manual, Employee Policy, Officer’s Training Manual, and in writing the By- Laws for the lodge’s Scholarship Trust, received six awards for outstanding rendition of the Elks Initiatory Ritual and served as chaplain on the 1983 National Western Division Championship Ritual Team, progressed through the chairs and was elected exalted ruler in 1991–1992, was selected as the lodge’s Elk of the Month and Elk of the Year, and was elected to honorary life membership; and Whereas, He served eight years as trustee for the Oregon State Elks Association and served as its chairman from 2010 to 2012, and his state committee appointments in- cluded the Elk’s Children’s Eye Clinic Liaison Committee, director of the Elks Youth Eye Service, state association mediator, Public Relations, Elks Training, and State Ritual Trust, served as president of the association’s trust in 2009 and in 2010 and is a past president of the Institute for Rehabilitation, Research, and Recreation, and was selected Oregon State Elks Association’s Elk of the Year in 1995– 1996; and Whereas, He served the Grand Lodge as a special repre- sentative from 2003 to the present, served on steering committees from 2001 through 2010, was appointed to the Grand Lodge Membership and Lapsation Committee in 1996, serving one year as cochairman and three years as chairman; and Whereas, He enlisted in the US Navy and attended the navy’s submarine school in New London, Connecticut, and was assigned duty aboard the US Sennet (SS 408) until his honorable discharge, is enshrined in the American Legion

Honor Roll and is a life member of the US Submarine Veterans Association; and Whereas, He graduated magna cum laude from Concordia University with degrees in business management and com- munications and has completed over 325 hours of training in intervention and chemical addiction, has participated in the Employee Assistance Professional Association and the Employee Symposium on Workplace Drug Addiction, is a past president of the Northwest Industrial Neighborhood Association and the Regional Drug Initiative, retired as regional vice president of manufacturing for Total Corpora- tion, was a leader and trainer in regional hazardous materi- als safety and emergency response; and Whereas, He has participated with the Blind Veterans Association, was awarded certificates of appreciation from the National Committee for Employer Support of the Guard and Reserve, the Department of Human Resources Voca- tional Rehabilitation Division, the Muscular Dystrophy As- sociation, and the United Way; and Whereas, He has accomplished this with the overwhelm-


ing support of his loving and caring wife of fifty-three years, Joanne, his son, Steven, and daughter, Linda, who have blessed them with five granddaughters; now therefore Be it resolved, That the officers and members of Gateway (Portland), Oregon, Lodge No. 2411 are honored and privi- leged to present to the 2012 Grand Lodge Convention in Austin, Texas, Gene Spina as a candidate for the office of Grand Esteemed Leading Knight of the Benevolent and Protective Order of Elks of the United States of America. Presque Isle, Maine, Lodge Presents James A. Ferland for Grand Esteemed Loyal Knight Whereas, The officers and members of Presque Isle, Maine, Lodge No. 1954 of the Benevolent and Protective Order of Elks of the United States of America recognize and appreciate the accom- plishments, leadership, and many years of service given to our fraternity by


their most distinguished member, James A. Ferland; and Whereas, He was initiated into the Presque Isle Lodge in 1977, immediately became active and served on or chaired several committees of the lodge, including the House, Schol- arship, Investigating, Drug Awareness, Americanism, and Kitchen Committees, was elected as exalted ruler in 1986 and again in 1987, is also past trustee of the lodge, and in 1995 was named Citizen of the Year; and Whereas, He has diligently served the Maine Elks Asso- ciation, served for several years as the chairman of the Memorial Committee, as district chairman of the Scholar- ship Committee, as a member and advisor of the Conven- tion Committee, as president of the state PER Association and currently as special assistant on the Drug Awareness Committee, served as president of the state association in 2003–2004, nominated Amos A. McCallum for the office of
