social security, and now it will be easier for customers to get answers to inter-related questions without having to trudge to the other side of St Helier. Information-sharing agreements will also make it simpler for tax and social security teams to work closely together and to catch out the minority of people who may try to avoid paying their taxes.


Whilst the changes will make things easier for the majority of islanders, Revenue Jersey acknowledge that not everybody is willing or able to do things online. The team will continue to send paper forms to anybody who does not register to file online, so that they can complete their tax returns in the existing way. The paper form will look a little different to how it does now, but the information requested will be the same. Anyone interested to see how the form will be laid out can access a sample on the Revenue Jersey website, or at the personal tax helpdesk at the Customer and Local Services building.


The team is also working on an inclusion strategy to make sure that Revenue Jersey services will be accessible to everyone, including those who might need extra help or adjustments, and to improve digital literacy among people who would like to access online services, but need a bit of extra help first.


Changes will also have an impact on staff who have had to make do with an increasingly antiquated computer system, which was designed so long ago that it is operated without the use of a mouse. Revenue Jersey will provide an up-to-date computer system that will digitise many of the Taxes Office’s processes so that


staff spend less time inputting data, and more time helping taxpayers and making sure that payments are collected.


The team is also updating tax law as part of the modernisation. The first changes will be to address some of the most outdated aspects of the current law and that will bring in measures to make the system fairer. That includes the introduction of interest payments: Revenue Jersey will pay interest when repaying money to anyone who has overpaid their tax, and the small number of people who do not pay their taxes on time will be charged interest on outstanding balances of over £300. The changes will also see the late filing penalty rise to £300, after more than eight years with no increase, and will bring in civil penalties to allow the Comptroller of Taxes to deal with non-compliance quickly and consistently, without having to go to court. The changes will ensure a fairer tax system for islanders because when people don’t pay their tax, it pushes up the cost for everyone else.


The updates won’t stop there: as part of an ongoing review into personal taxation, a consultation was launched last year to ask islanders for their views about how personal tax is assessed. The plan is for the views from this consultation to be used to make recommendations for change in the 2020 Budget… so watch this space!


The Revenue Jersey online filing system will be in place by 2020 but you should start hearing more about it and seeing changes coming into place over 2019. In the meantime, go to gov.je/revenuejersey for more information and to start getting ready for online filing.
