Building a brand new neighbourhood

within the existing urban envelope is a key objective of the Island Plan. The local property market is exceptionally buoyant at present with activity and values at an all- time high. The volume of transactions has significantly exceeded the previous peak of 2007/08 and, as a result of a sustained period of high volume of transactions since 2014, demand has outstripped supply with the resultant increases in values.

It is vitally important that the supply of new properties continues in order for any future increases in value to be sustainable, and Jersey Development Company (JDC) is playing its part to deliver residential units into the marketplace via its developments at College Gardens and Horizon at St Helier’s Waterfront.
Horizon is a 280-unit residential scheme (119 x one bed apartments, 151 x two bed apartments and 10 x 3 bed apartments) located on the last

marina facing plot between Castle Quay and the Radisson Hotel. The new neighbourhood will also provide shops and restaurants on the ground floor. The scheme will add vibrancy to the area and, through the introduction of two new pedestrian streets, will improve connectivity to the promenades around Elizabeth Marina.
The scheme is designed by Skidmore, Owings & Merrill (SOM), the international architectural practice behind such projects as the Burj Khalifa in Dubai and the One World Trade Center in New York.
Horizon will provide a new standard in waterside living, reflecting the waterfront as a distinctive, thriving community and promoting an active and social lifestyle. Speaking of the project, Design Partner at SOM Kent Jackson, stated “the requirements of the project stood out clearly to us - to connect the waterfront with the town and to bring a modern approach to the historical fabric of the location. There’s a duality of the modern and the traditional which we felt was important and helped to better stitch this reclaimed area into the historic town.”
The project aesthetic is that of contemporary architectural styling. The design context and area character proposed for the exteriors is a contemporary residential architecture identified by scale, rhythm and massing of the structure; door and window fenestration pattern and finishes. The buildings’ geometric design allows most residents to benefit from stunning views overlooking Elizabeth Castle, the waterfront and/or marina. Each apartment has been individually designed
