By the Numbers Planning Department There were 39 applications for changes
in zoning or special procedures before the Planning Commission filed in 2024. Highlights include two multiple-family residential developments adjacent to the North Hanley Metrolink Station, one of which will utilize excess, often-empty parking lot at the Metrolink station, and the other which will redevelop property currently occupied by vacant single-family homes. The Board of Zoning Adjustment is
responsible for hearing appeals for variances and exceptions from the requirements of the Zoning Ordinance, including adjustments for structure setbacks, lot size requirements, and sign size/height. This three-person committee can give special permission to property owners and developers to construct things out of conformance with the Zoning Ordinance when the property owner has demonstrable hardship unique to the subject site. There were 112 requests for relief from the strict application of the regulations of the Zoning Ordinance in 2024.
Subdivision Review
The Department of Planning reviewed 35 subdivision plats that were recorded with the Recorder of Deeds in 2024. The majority of plats approved were for Boundary Adjustment Plats, which facilitate the consolidation of parcels, or the modification of existing property lines, provided all Zoning Ordinance and Subdivision Ordinance requirements are met. Two of Riverstone, a single-family detached subdivision in the 4th Council District, along Shackleford Road, adding 52 parcels to the subdivision, as well as a new subdivision, Hawkins Point, an 18 lot single-family detached subdivision on the north side of Hawkins Road just west of Bowles Avenue.

Site Development Plans Much of the day-to-day work of the
Planning team is the review of site plans and subdivisions. This year, the Department reviewed 27 Site Development Plans required by a planned district or special procedure that were taken to the Planning Commission for approval. Additionally, the Department approved 35 Site Development Plans for compliance with the standard regulations of the zoning ordinance.
Park(ing) Day 2024 From September 16-20, the Department of
Planning turned a section of Central Avenue in front of the Lawrence K. Roos Government Building into a pop-up parklet for Park(ing) Day for the second consecutive year. Park(ing) Day is a global, public, participatory project where people across the world temporarily repurpose curbside parking spaces and convert them into public parks and social spaces to advocate for safer, greener, and more equitable streets for people.
