Saint Louis County Children’s Service Fund


The St. Louis County Children’s Service


Fund (CSF) is dedicated to improving the lives of children, youth, and families in Saint Louis County by investing in programs and services that promote mental health and well-being. The fund was established in 2008 following voter approval of a 1/4-cent sales tax to provide resources for mental health, substance use, and other services for young people from birth to age 19. In 2024, CSF allocated more than more than $53 million to more than 100 organizations providing behavioral and mental health services to children and youth in Saint Louis County.


Social Workers in St. Louis County Library Success Story


This year, CSF was proud to expand the Social Worker Services at the St. Louis County Library. Launched in 2023, this initiative began at five St. Louis County Library branches and expanded this past year to a sixth branch. It now serves more than 200 people per month. Social workers have assisted clients in many


ways including preventing evictions, providing baby supplies, connecting with employment, and much more. Data shows that the highest referral categories are housing, utility assistance, and public benefits. Social workers have also provided trainings to Library staff on de-escalation, mental health first aid, how to respond to housing insecurity or domestic violence, and how to recognize signs of abuse or neglect.

One Library employee had this to say about the program: “Having the social workers here has opened my eyes to the various reasons that people would need a social worker. It is a great help knowing that we have someone the patrons can turn to when the desk staff are swamped and can’t dedicate the time needed for some delicate situations or just don’t have the knowledge and familiarity with certain topics.”
