In 2024, Saint Louis County made significant strides in developing “STLCO 2050: A Sustainable and Equitable Comprehensive Plan,” a visionary framework designed to guide the County’s growth and development through 2050. This plan emphasizes sustainability, equity, and fiscal responsibility, aiming to create a community that offers housing opportunities for all, inclusive economic development, equitable transportation and infrastructure, and environmental sustainability.

Throughout the year, the County engaged
in extensive public outreach to ensure the plan reflects the diverse needs and aspirations of its residents. This included launching the STLCO 2050 Comprehensive Plan Survey, which invited residents to share their opinions and feedback on future planning efforts, programs, and services.

The first major project milestone was the publication of the Existing Conditions Report, which assessed historic social and economic trends that have contributed to the County’s current state. From this report, staff determined that the region’s greatest challenges include population stagnation, jobs-skills mismatch, housing diversity and affordability, social and environmental resilience, and infrastructure cost burden.
Following the release of the Existing Conditions Report, the Department initiated an extensive community engagement campaign. Over the summer, Planning staff presented at numerous community events, including the STL Earth Day Festival, the Ferguson Farmer’s Market, and the Spirit of St. Louis Air Show, to collect resident feedback and expand general awareness of the plan. The STLCO 2050 team also administered a Countywide survey to gauge popular opinions of the region’s greatest strengths and weaknesses.
As we move forward, the County remains committed to finalizing and implementing STLCO 2050, with the goal of fostering a vibrant, inclusive, and resilient community for generations to come.
