Procedure: Add the carbomer to the water. After it is fully hydrated, add the remaining Phase A ingredients and mix until uniform. Then heat to 70°C. Combine Phase B ingredients and heat to 70°C. Add Phase B to Phase A. Add Phase C and homogenize for 3 minutes. Cool the batch to 40°C, and then add Phase D ingredient and mix until uniform.
