Colombian Senate rejects budget Legislation


Te Colombian Senate's economics committee has rejected the government's proposed 2025 budget, citing concerns over the country's ability to meet anticipated revenue due to lower-than-expected tax collection. Despite a new fiscal reform proposal aimed at


raising an additional 12 trillion pesos (US$2.8bn), lawmakers deemed the government's funding strategies unrealistic. Te proposed tax reforms include the potential imposition of a 19 per cent VAT on online gambling platforms. However, President Petro stated that he would implement the budget by decree if Congress fails to approve it.


Dutch tax hikes lead to uproar Legislation


Gambling operators in the Netherlands are to be hit with a two-tier tax hike with an increase from 30.5 per cent to 34.2 per cent next year with another increase to 37.8 per cent in 2026. Folkert Idsinga, State Secretary for Tax Affairs and the Tax Administration, presented the 2025 Tax Plan to the House of Representatives, stating: “Tis government regards healthy public finances as crucial and will be implementing a number of measures set out in the framework coalition agreement and additional measures to absorb a number of financial setbacks. Inquiry into illegal gambling in Brazil Legislation


Senator Soraya Tronicke has submitted a request to open a Parliamentary Inquiry Commission (CPI) to investigate illegal gambling, its involvement with other illicit practices, and the harm it causes to the budgets of Brazilian families. Te senator managed to secure the 31 signatures necessary to initiate the CPI. Te Federal Senate and has set a 130-day deadline to complete the work of the Commission, approving a budget of R$110,000. Te group of senators that will compose the sessions consists of 11 full members and seven alternates. In the justification for the request, Tronicke


argued it was essential to investigate possible shortcomings in the regulation of betting and other games that may facilitate money laundering and other illegal activities. With the opening of the CPI, senators will be tasked with deepening the investigations into the companies behind online betting sites, their operational methods, and possible shortcomings in existing legislation, including legal gaps that allow the proliferation of these games.


Sin tax decree approved in Peru Legislation


Peru's Minister of Economy and Finance, José Arista, has announced the approval of a legislative decree to enhance the tax collection on online gambling and sports betting under Law No. 31557. Te new regulations, established by Legislative Decree 1644, has clarified that players will be responsible for paying a Selective Consumption Tax of one per cent. Te tax will be collected by platforms operated by


foreign legal entities at the moment each bet is placed. Te Ministry of Foreign Trade and Tourism (Mincetur) approved the regulations of Law No. 31557 which regulates online gaming and sports betting in October 2023.
