Legislature have introduced initiatives aimed at tackling online gambling addiction. Te Bicameral Commission aims to consolidate these into two texts: one from the Senate, focusing on combating the issue directly, and another from the Chamber of Deputies, aimed at prevention. On a national level over ten bills are now under review in

the House of Deputies and most of them focus on regulating gambling advertising, with a special focus on minors. Indeed it’s hard to see any kind of expansion of the licensing regime in the midst of this growing backlash. Lawmakers from different provinces throughout Argentina

are putting their own proposals forward as well. In Cordoba right wing conservative party Encuentro Vecinal Córdoba announced that it would propose two bills that would limit online gambling in March. In a statement, the party clarified that they were looking to prohibit the granting of new online gambling licenses, and create a commission of experts to evaluate the termination of existing contracts regulated by Law 10793 which regulates online gambling. Online gambling only launched in January in the province and it is distributed between four companies: Betsson, PlayCet, B-Play and Jugadón. Calls for change in Argentina’s second most populous provinces are also being led by members of Te Civic Front which has announced plans to introduce a bill aiming to repeal Law 10793 completely. Meanwhile moves are also afoot in a number of other

provinces such as Mendoza to block access to unlicensed sites. Te provincial government of Santa Fe has filed a complaint with the Public Ministry accusing gambling websites of operating in contravention of local gaming laws requesting the blocking of many as 273 internet platforms and the freezing of bank accounts. Te government of the province of Chaco has announced that a coordinated effort is underway by Lotería Chaqueña while the Lotería de Corrientes in Corrientes is aiming to combat illegal gambling, with a special emphasis on preventing access to minors. Tis includes a request to shut down more than 400 unauthorised betting platforms.

In the same month that the ANFP was ordered to cut ties with sports betting

operators Chile’s highest court accepted an appeal from Polla Chilena de Beneficencia and ordered the blocking of online betting platforms - a decision that was welcomed by the SCJ an

BRAZIL President Luiz Inácio Lula da Silva sanctioned Brazil’s online

gambling bill on December 30th but vetoed the articles that prizes up to BRL 2,112 (the limit of the lowest Personal Income Tax bracket) would be exempt from taxation. While this did cause some concern amongst operators Congress overturned the veto in May. Meanwhile the Ministry of Finance has been putting in place rules and regulations that will provide the conditions for online gambling. In April the newly established gaming board Secretariat of Prizes and Betting (SPA) published an ordinance outlining the steps it would take in order to establish the framework for regulating online gambling going forwards. Since then it has outlined the rules and conditions for obtaining authorisation to commercially exploit online sports betting and casino games by private economic operators throughout Brazil. Te volume of requests from online gambling companies to

operate legally in Brazil has exceeded market expectations. In total, there were 113 requests for federal licenses to the Ministry of Finance before the initial application deadline in August. Operators can still be registered in the Betting Management System (SIGAP) as the registration period remains open indefinitely. However companies that submitted their application by the August deadline are guaranteed that the government will analyse their authorisation by the end of the year, with operations under the new bet.br domain starting on January 1st. However additional taxes on the industry could be a

possibility. In July the working group on the regulation of tax reform in the Chamber of Deputies made changes to the selective tax, including two new categories of products and
