THE NATIONAL LOTTERY Te Lotteries Act of 1997 outlawed private lotteries for charity. Tere was instead to be one national lottery and about a third of ticket sales were to go to good causes. Tis was overseen by the National Lotteries Board which in 2015 became the National Lotteries Commission (NLC).
Te National Lotteries Commission is a statutory body to: u
Regulate lotteries and sports pools; u
Receive and to distribute the proceeds of the lottery such as to benefit good causes;
u Promote a public knowledge and awareness of the lottery; u
Advise the Minister on the conduct of the lottery as the needs arise.
In 2022 the National Lotteries Distribution Trust Fund raised about R1,2bn for distribution to good causes. Ithuba Holdings (RF) (Pty) Ltd is a private company that
currently operates the National Lottery and sports pools under a licence from the government which commenced on 1 June 2015. Te Operator pays a percentage of the revenue from national lottery and sports pools ticket sales to the National Lotteries Distribution Trust Fund (NLDTF) in terms of the Licence Agreement. Tese proceeds are destined for good causes as stipulated in the Lotteries Act No 57 of 1997. South Africa's ongoing battle against corruption has also ex-
tended to the lottery. In February 2024 Te Special Investigating Unit told Parliament that a criminal syndicate was run from inside the National Lotteries Commission (NLC). A three-year investigation revealed collusion between Lottery officials, former board members, lawyers and non-profit organisations. Money meant for good causes was instead stolen and used to buy luxury homes, farms and cars.
