registered, and 7 international certification laboratories were accredited. Since then we have seen some significant agreements which
will have a long term impact on the market. In June 2024 Betsson Group announced that it had obtained licenses to operate sports betting and online casino in Peru with its Betsson and Betsafe brands. Additional licences for its Inkabet brand are expected to follow. In August 2021 Betsson signed an agreement to acquire Peruvian operator Inkabet’s B2C online gambling business for US$25m. Inkabet was launched in 2012. In July, Cirsa, which already has a strong presence in the
land based casino sector in the local market, announced that it had acquired a controlling stake in the Peruvian company Apuesta Total, a leading operator of sports betting and online gambling in the country. Cirsa has acquired 70 per cent of the Peruvian company. Te agreement includes a commitment from Cirsa to purchase the remaining 30 per cent of the shares over the coming years. Less positive news for the industry came in August when
the government announced that online casino gambling and sports betting would be subject to a Selective Consumption Tax due to the potential harm the industry could generate. Te rate of the new tax has yet to be announced.
PARAGUAY
Major changes to Paraguay’s gambling law Law No. 1,016/97 could be on the way although the impact it will have on the online sector is unclear for now. Calls for overall change are being led by Deputy Adrián Vaesken. He and a number of other lawmakers want to make modifications to the law that would demonopolise the licensing process. Trough the current system, the gambling board (Conajzar) has been awarding licenses to games, such as sports betting, pools, lotteries, among others in a monopolistic way to a single company, for five year periods. If approved the bill would modify articles 8, 11, 13, 21, 22 and 23 of the law. Te most significant modification was proposed for Article
8, which establishes that concessions would be awarded to the three best bidders in the tender, rather than to one company. A hearing on potential changes to the law was held on the issue in the Legislation and Codification Commission in the Chamber of Deputies in November. After several delays the same commission held another hearing on the issue in August. Following the public hearing there is growing expectations that the initiative could be addressed in the Chamber of Deputies before the end of the year.
