General advertising regulations include mandatory publishing a warning for programs which may impair physical, health, moral, mental, intellectual, emotional and social development of minors; clear identification of such programmes by the presence of a visual symbol throughout their duration; and prohibition to target and/or encourage minors to persuade their parents or others to purchase the goods or services being advertised, unreasonably show minors in dangerous situations, etc.
LOCAL MARKET SPECIFICS TO CONSIDER FOR OPERATORS ENTERING THE MARKET
Te gambling industry in Montenegro, particularly in coastal cities like Budva and Kotor, plays a crucial role in the local economy, attracting international tourists with its vibrant nightlife.
Acquiring a gambling license in Montenegro is a rigorous process, requiring operators to prove financial stability and a commitment to responsible gambling. Casino licensing, governed by a governmental tender process, is more expensive compared to other licenses and involves strict requirements, including a minimum number of tables and employee certifications.
On the positive side, the amendments to the local gambling legislation in January 2024 were designed to improve regulatory oversight and increase revenue from online gambling. For the first time, this sector in Montenegro has been regulated as strongly as land-based gambling.
Montenegro is currently a strict and challenging market for gambling operators. However, given its location in Europe and the potential for regulatory evolution, the market may offer growth opportunities in the future.
