operate in Peru online must apply for a licence to Mincetur. Unlicensed operators from that time onwards will not be permitted to continue to operate in Peru, will face fines if they do so and could even face prison sentences of up to four years.

Te modifications also clarify certain terms of the bill, sets certain set limits on the space between gambling establishments, schools and religious centres and expands the scope of taxes. In addition, the new bill puts in place anti money laundering and stricter player protection measures. Crucially, the new version of the bill will ensure that online operators without a physical presence in Peru will also be subject to taxes.

Congresswoman Lady Camones, who played a key role in updating the bill, claimed that the law in its previous state would have left out offshore betting companies which she said made up as much as 70 per cent of the total number of operators. It is estimated that the bill will help the Peruvian State collect around US$43m a year.

URUGUAY

We are seeing signs of significant investment in the land-based sector in Uruguay. Recently President Luis Lacalle Pou came out publically in support of the expansion of the privately run casino sector and a number of large scale openings are expected. Te Hotel Casino Carmelo located in the Uruguayan town of Carmelo will be reopened after a tender and it could be up and running over the next two years. Te government has also officially launched the tender for a new large scale casino and five star hotel which will be located on the

coast near the small city of La Paloma. In addition, Te San Rafael hotel in Punta del Este, which had been closed since 2011, was acquired by the Cipriani Group for more than US$40m in February 2018. Construction is underway and it is expected to open in 2025.

While this is good news overall the industry is likely to be impacted by events in neighbouring Argentina. Uruguay’s Chamber of Commerce and Services has already warned that fewer Argentines will be able to afford to travel to Uruguay as the country endures yet another economic crisis.
