It’s been a vital year in Brazil as the sports betting bill was approved by the lower house in September. Unexpectedly online casinos were added to the bill at the last minute and the bill was then moved to the senate for further scrutiny in two committees: the Senate Sports Commission (CEsp) and the Economic Affairs Committee (CAE).
However, there are serious questions hanging over the effectiveness of bill if it is approved. Tese revolve mainly around the tax rate which when combined with other taxes and fees could make the market unfeasible for many operators. In addition, foreign firms may operate in Brazil only if they open a subsidiary in Brazil.
Te government's goal of erasing the budget deficit in 2024 has provided a major impetus to the bill which has been backed by President Luiz Inacio Lula da Silva along with other measures to raise government revenue.
Amongst these measures is another gambling related bill PL 442 /91. Tis

too was passed in the lower house and is now in the senate under the name draft Law No. 2234/2022. If approved the gambling landscape in Brazil would change dramatically. However, it will be much harder to get approved as members of the evangelical caucus have come out against it. If approved it would allow for a much wider expansion of the market as it would allow for large scale casinos and bingo halls with electronic bingo machines on site as well.
Meanwhile, local state governments are still going ahead and allowing for an expansion of sports betting. In many cases this has meant welcoming foreign operators to help roll out both land based and online sports betting within their state borders.

Lawmakers have been making progress on online gambling laws although progress has been much slower than initially anticipated. At the same time the war of words between the land based sector and those representing online operators already present in the market has intensified.
Te online gambling bill 035/2022, still under discussion in the Economy Commission of the Chamber of Deputies, provides an online sports betting framework.
