GLOBAL HARMONISATION • The Secretariat provided a summary of the autumn 2015 Joint Meeting of RID/ADR/ADN experts, which had raised some issues of harmonisation with the 19th revised edition of the UN Model Regulations. The Joint Meeting had adopted the


terminological changes in the Model Regulations, changing “apparatus” to “article”, but had come up against a problem with the use of the word “device” in packing instruction P906. The Sub-committee agreed to change this to “article” but kept this change in square brackets pending a check on any unintended consequences. The Joint Meeting noted that intermediate


bulk containers (IBCs) are allowed to be used as salvage packagings under 4.1.1.19.1 of RID and ADR, although the latest version of the Model Regulations does not allow this. It was suggested that the relevant trade associations should be consulted but several experts pointed out that IBCs are not intended to contain articles, are not tested for that purpose and cannot therefore be permitted for use as salvage packagings. The Joint Meeting had adopted a proposal


to assign CV/CW 36 to UN 2211 and 3314 but noted that the International Maritime Dangerous Goods (IMDG) Code requires different markings. As a result, it was decided to make the marking for CV/CW 36 optional when the vehicle, wagon or container already bears the mark required under special provision 965, paragraph 4, of the IMDG Code. It was also noted that, in contrast to the UN Model Regulations and the IMDG Code, which require a Class 9 label and placard, no labelling or placarding is required under RID/ADR/ADN. The Sub-committee noted that RID, ADR, ADN and the IMDG Code all contain provisions that are not included in the Model Regulations; further, RID, ADR and ADN accept marking in conformity with the IMDG Code. As such, it did not seem essential to arrange harmonisation through the Model Regulations, although delegations were invited to consider the issue.


Similarly, RID/ADR/ADN have a provision for the marking of cargo transport units carrying dangerous goods in limited quantities, which does not appear in the Model Regulations. The chairman stated that the issue of placarding had been deliberately left to the discretion of the organisations dealing with specific modes of transport. • In another informal document, the Secretariat listed a number of corrections to the 19th revised edition of the Model Regulations that had been identified as necessary by the RID/ADR/ADN joint experts.


It was decided that an official proposal was needed to address the first, the deletion of “and mixtures” from the title of 2.4.2.5. A simple editorial change in the first


paragraph of special provision 369 was adopted: the words “radioactive material” are replaced by “radioactivity”. Other corrections were also agreed but, as a matter of principle, are placed in square brackets to allow time to be checked. These are: - the insertion in special provision 384, before the Note, a final sentence:


However for placarding of cargo transport units, the placard shall correspond to Model No. 9. - the addition of the four entries for polymerising substances in the Alphabetical Index, and


- replacement of the second sentence of 5.2.2.2.1.3 with: However for label model No. 9A, the upper


half of the label shall only contain the seven vertical stripes of the symbol and the lower half shall contain the group of batteries of the symbol and the class number. Except for label model No. 9A, the label may include such text as the UN number, or words describing the hazard class (e.g. “flammable”) in accordance with 5.2.2.2.1.5 provided that the text does not obscure or detract from the other required label elements. • Another discussion at the Joint Meeting led to an official submission from France, dealing with the special provisions concerning the transport of vehicles. The Joint Meeting had received a proposal to merge special provisions 312 and 385 but had felt this should be remitted to the Sub-committee. »
