MULTIMODAL • THE UN MODEL REGULATIONS DO NOT EXIST IN A VACUUM AND THE EXPERTS HAVE TO KEEP MODAL RULES AND GHS IN MIND


THE UN SUB-COMMITTEE of Experts on the transport of dangerous goods (TDG) held its 48th session in Geneva between 30 November and 9 December 2015, facing a heavy agenda of proposals for amendments that will appear in the 20th revised edition of the UN Model Regulations. The final text of that edition is due to be adopted this coming December and any new or amended provisions should take effect in modal, regional and national regulations from the beginning of 2019.


The meeting was chaired by Duane Pfund (US) with Claude Pfauvadel (France) acting as vice-chairman. It was attended by experts from 24 countries and observers from Qatar, Romania and Slovakia, along with representatives of the EU, the Intergovernmental Organisation for International Carriage by Rail (OTIF), the Food and Agriculture Organisation (FAO), the International Atomic Energy Agency (IAEA), the International Civil Aviation Organisation (ICAO), the International Maritime Organisation (IMO), the World Health Organisation (WHO) and 30 non-governmental organisations. The first part of this two-part report on the meeting (HCB Monthly July/August 2016, page 70) covered discussions relating to explosives, classification and packaging, and electric storage systems. This second part wraps up the remaining agenda items.


TRANSPORT OF GASES •The representative of the Compressed Gas Association (CGA) reported that, in cooperation with the European Industrial Gases Association (EIGA), it was aiming to petition the US authorities to allow the import of UN and non-UN cylinders into the country. EIGA will similarly submit proposals to the next Joint Meeting to facilitate the acceptance of US DOT cylinders in Europe. It is hoped that these actions will remove the long-running frustration experienced by companies attempting to move filled cylinders between the US and Europe. • The International Standardisation Organisation (ISO) put forward three revised standards for consideration. Two were adopted without opposition but Canada had a problem with ISO 21172-1:2015 regarding pressure drums. This no longer allows the use of drums with dished ends convex to pressure for the transport of corrosive gases; Canada
