very now and again there’s a vivid reminder of the narrow margins between safe swimming and hot tub water and illness and disease. The incident of Legionnaires’ disease which killed two people in Stoke and left 21 other people ill, rightly rebounded throughout the trade and brought a fast response from BISHTA. The hot tub association stepped up and reminded members of their clearly defined obligations on following codes of practice and in displaying information.


The public’s reaction was pretty quick too and dealers throughout the country were inundated by very worried hot tub owners.


One Northampton dealer told us: “It really doesn’t take much for people to if not panic then certainly start to worry whether or not their hot tub is safe. We had a lot of reassuring to do to customers – even those who were experienced hot tub users.” It’s all a strong reminder to the industry to keep the pressure on when it comes to maintaining and improving water management standards. Outbreaks of Legionnaires’ disease this year in the United States, France and India and now the UK show just how close we are all the time to a tragedy.

ensure that hot tubs and swimming pools will be very safe to use.


But now it’s time to build on that message. The long awaited report from Organisation for Economic Co-operation and Development is said to be ready for publication setting out longer term strategies for water safety.


The Pool Water Treatment Advisory Group has just finished canvassing for views before publishing its industry-wide code of practice on swimming pool water management. After almost a year of work, the group has produced a consultation draft code based on its guidelines, Swimming Pool Water: treatment and quality standards for pools and spas. The code reflects the changes since the book was last published three years ago. That book was the basis for a BSI code of practice for some years. And while there are no official standards or legislation for swimming pools, the code has been a focal point for what needs to be done and one which is often quoted and acted upon when something goes wrong. In the aftermath of the Stoke outbreak BISHTA stressed it works hard to ensure its members are trained to make hot tubs safe, and that members have a track record of behaving ethically. And it’s significant BISHTA is the only trade association in Europe representing the spa and hot tub industry, with published standards. There’s an irony in that BISHTA was formed as an association in 2001, after an outbreak of Legionnaires’ disease in Belgium and the Netherlands ended in fatalities from people visiting flower shows where hot tubs were on display. The tubs were not treated with chlorine. There’s been no complacency but those who argue that the industry still lacks an authoritative basis for the practice and training on water management will have recently had their arguments strengthened.
