Boston – Transformation, Regeneration and Growth
Boston, Lincolnshire is undergoing an unprecedented era of growth and regeneration thanks to
the unlocking of a myriad of
opportunities via the Towns Fund Deals. In 2021, Boston secured £21.9M in Town Deal funding from the government to deliver an ambitious vision that will level up Boston and bring transformational improvements.
The Boston Town Deal will make the town an exciting place to live, work, invest and visit for generations to come.
It will support an
aspirational, skilled, and healthy population. It will create sustainable economic growth. It will increase pride in place, and it will launch Boston into the future, building on its unique heritage. Of all the opportunities afforded by the accelerated Towns Fund grant, one project that will act as a catalyst and a real opportunity to open up Boston for both its residents and businesses is the potential that the PE21 project holds. Located on the west side of the River Witham and overlooking the Boston Stump, PE21 is a 10-acre masterplan to regenerate and revitalise a key part of Boston’s town centre.
In August Boston Borough Council submitted a bid of up to £20 million to the department for Levelling Up, Housing and Communities to support Boston’s ambitious plans to regenerate and reinvigorate this large brownfield opportunity in the centre of the town. Working with partners, PE21 will bring forward several strategic interventions which will collectively increase activity, footfall, and improve the image and vitality of the area. At its heart is a significant investment in public realm, along with the redevelopment of adjacent sites for a variety of commercial, residential and other uses. During the planning stages the scheme also includes an opportunity for the community to get involved in a community archaeology project.

A key aspect of PE21 is to secure community infrastructure around health and well-being. The vision is to create a modern, attractive, welcoming facility in the heart of Boston, where the full spectrum of Health, Local Government, Third Sector and Private Sector organisations come together to improve the health and wellbeing of the populations they serve. There are significant and well documented health and wellbeing challenges in Boston. Having access to green space that links this area of regeneration to the heart of the town is an important part of the masterplan. As well as providing a green corridor linking two parts of the town and building physical and cultural bridges, it will enable and encourage people to walk and utilise this green space for exercise and as a therapeutic space. Post COVID green spaces are recognised as even more important for physical and mental wellbeing. The project will bring a range of much-needed new uses into the currently under-utilised site. It will offer new residential housing and a combined health and a leisure facility in partnership with NHS Lincolnshire CCG which will service 29,000 patients.
