For every serious incident there are typically m any events that do not cause injury, but have the potential to do so.
Experience in the chemical industry shows that such incidents also need to be reported, analysed and training/practice modified accordingly. Only then will injuries and fatalities be driven down to the zero t arget.
Managerial leadership and training are essential. Courses are already available to provide technicians with the necessary competences. But these must be followed by regular refresher sessions, and recertification to p ermit continued practice.
The recently-introduced HFOs R1234yf and R1234ze(E) with very low GWPs have marginal flammability and have lower risk at point of use than the hazardous natural refrigerants, ammonia and hydrocarbons.
H FO/HFC blends provide non-flammable, medium GWP refrigerants that can replace high GWP fluids, notably R404A, in existing equipment.

t herefore, essential contributors to the transition
away from HFCs to CO2 as the
l ong-term fluid for l ow temperature refrigeration, and could also
play a continuing role in medium refrigeration, especially in
t hose applications where hazardous natural refrigerants represent unacceptable risks to people.
We ask the question whether a low GWP fridge-freezer might not be safer with
R 1234ze(E) as refrigerant and non-flammable R 1233zd(E) as blowing agent?
We totally agree that account must be taken of the effect of refrigerants on the environment. B ut green ideology that promotes natural refrigerants as the ideal replacements for H FCs, without also mentioning their associated hazards, must not displace sheer common sense
when it comes to safety at point of use. Like the airline industry, safety is absolutely critical to the refrigeration industry, not an optional extra. D esigning safe and efficient refrigeration
equipment, having low environmental impact, is an exacting task, which can only be achieved by hard-working, highly competent engineers, not vote-seeking politicians.
T o paraphrase Santayana, we must learn f rom past accidents so they are not repeated in t he future. This includes low flammability and toxicity risk as well as minimal environmental impact.
