City Deal: The Background 4
The Glasgow and Clyde Valley City Deal is an agreement between the UK Government, the Scottish Government and eight local councils and was formally approved by the governments in August 2014. The eight participating

councils are
1.Inverclyde,
2.Renfrewshire, 3.East Renfrewshire, 4.West Dunbartonshire,
5.Glasgow City Council, 6.East Dunbartonshire
7.North Lanarkshire,
8.South Lanarkshire. The programme will be run by
a Cabinet, which is the ultimate decision-making body with responsibility for programme delivery. Its membership is made up of the Leaders of each of the member councils. Below the Cabinet will sit
the Chief Executives Group, made up of the eight Council Chief Executives who will have collective responsibility for the supervision and management of the City Deal Programme and Programme Management Office
(PMO). The PMO will be hosted by Glasgow City Council and staffed by the Council and other seconded officials. These bodies will be supported
in turn by the Lead Officer Group and a number of working groups. The City Deal programme will
make a contribution to three key economic objectives: • The Glasgow region should match the growth in economic output (GVA) of the rest of the UK
• The region should secure 50 per cent of foreign direct investment coming to Scotland
• A reduction of 50 per cent of economic inactivity rates between the best and worst parts of the City Region.
