must continue to explore opportunities in less familiar business territories and in recognition of this need, there is now continued and regular Government support behind Jersey Finance’s key marketing trips into markets such as the Middle East, Far East and Africa.


Last year the Government released its Financial Services Policy Framework. The publication of this framework is a positive statement of intent by the Government of it’s support of the financial services industry and recognises that to ensure our long- term prosperity, we need to protect our existing work streams while gradually diversifying into other areas. The alternative investment funds sector is one such area that we must continue to protect and the government is committed to do so.


In summary, the events of 2015 have largely been positive for Jersey and have paved the way to ensure that Jersey is the jurisdiction of choice when it comes to alternative investment funds and their managers. With its focus on both European and rest of world solutions for the alternative investment funds sector, Jersey is in a strong position to acquire new, quality, alternative investment funds and their managers. The Island continues to prosper as one of the world’s leading international finance centres.

Joe Moynihan


Director of Financial Services for the States of Jersey since January 2013. This role provides advice to government Ministers on all aspects of financial services policy. In addition, working with Jersey’s financial services marketing and regulatory bodies, he is responsible for helping to ensure that the financial services sector remains globally competitive. He is also the government participant on the board of Jersey Finance Limited, the promotional body for Jersey’s finance industry.


Prior to his current position he had been with AIB Group for over 35 years working in Ireland and Britain and has been based in Jersey since 1993. He


was appointed Chief Executive Officer of AIB Jersey and Isle of Man in February 2007. He was responsible for running the bank’s offshore operations in both Jersey and the Isle of Man, setting strategic direction and representing the offshore business at AIB Group level. The business included Private, Ex patriate Personal and Corporate Banking, Investment, Fiduciary and Fund Services and employed over 250 members of staff.


Joe is a graduate member of the Institute of Bankers in Ireland and holder of an MBA from CASS University in London. He is a Past President of the Jersey Bankers Association and a member of the Jersey branch of the Institute of Directors.
