Replacing all of our copper connections with fibre connections is a hugely challenging engineering project that involves getting a single continuous fibre to every property on the Island. This is the only real way of ensuring that our telecoms infrastructure does not become a bottleneck that impedes the digital growth that our industries clearly want and need. Engineers are working hard to achieve this goal, and the results are already impressive: telecoms operators have rolled out 4G across the island and more than 15,000 high-speed broadband lines have been connected, which brings us to a total coverage of around 44% of eligible households. To put that in context, the latest rankings for high-speed fibre access in the home places Jersey first in Europe and fourth in the world. My team is also developing a cyber security strategy so that Jersey remains a safe place to live and do business.

Facilitating increased innovation, enterprise and inward investment are key Strategic Plan priorities for this Government. Underpinning this priority is the need to

embrace innovation and promote competition. Achieving this will enable Jersey to maximise economic growth and productivity; it will provide a future-proof environment for firms to conduct business and will in turn, I hope, encourage firms to ensure their employees’ skills are fit and relevant for a modern global economy. However, saying the word ‘innovation’ over and over isn’t enough to make it happen, and certainly isn’t enough to ensure digital businesses have the right environment in which to flourish. To aid in the development of an innovation strategy, the Chief Minister asked me to commission a review to consider Jersey's current innovation performance and to present recommendations for enhancing it.

This review has been led by Tera Allas, who is a Visiting Fellow for a global consulting firm and is an independent
