The design was developed in sufficient detail to produce a planning application. States’ Departments must comply with all the same planning and building control regulations as any other applicant. In addition to the planning requirements for site notices, advertisements were placed in the Jersey Evening Post by the Environment Department and the
Education Department organised a public consultation meeting in St Martin’s Public Hall. The application was considered by the political Planning Panel, following a public meeting in Church House, St Helier and approved in March 2013.
Following the receipt of planning approval, the project team then developed the scheme in detail. This involved meetings with key stakeholders to refine designs and deal with issues such as energy efficiency. The cost of supplying heat and power is something that is in the forefront of
everyone’s minds and the project provided an opportunity to utilise energy efficiency measures incorporated into the design solution. The school uses grey water harvesting to recycle water for flushing toilets to reduce overall consumption. The inclusion of photo voltaic panels and air source heat pumps, combined with the maximisation of natural daylight in the design and a passive ventilation system, gives the school strong ‘green’ credentials.
The use of a blend of modern ‘maintenance free’ and traditional materials, including granite and timber panelling, provide a visually appealing building that is durable and cost effective to maintain. The low profile design is of a scale suitable for Primary School use and enables it to sit comfortably within its surroundings.
With a fully drawn up scheme, the project was tendered to local contractors and the contract awarded to Marrett Construction. Works commenced on the site in the summer 2013 and step by step the new building rose from the former playing field.
A modern primary school is a technically complex building that incorporates ‘smart’ solutions, such as building monitoring systems to manage the energy efficient technology. Sophisticated audio visual teaching aids, such as ‘media walls’ and ‘soundfield’ systems, improve engagement and interaction with pupils.
During the build period there were more than 50 trade and other professionals on site, ranging from the traditional building and services trades to acoustic engineers, landscape architects. IT consultants and specialist furniture suppliers, to name but a few.
Throughout this period the States interest
was overseen by the project team, with the Jersey Property Holdings Clerks of Works attending the site on a daily basis to monitor quality control and record construction sequence and programme.
The main building works were completed in July, which gave the team the summer holiday period to commission the school so that it was ready to open for the autumn term. This required the monitoring and balancing of all technical systems and dealing with any final ‘snagging’ works.
The school opened for business on 2nd September to much public acclaim and a warm glow of satisfaction from all concerned as a job well done; but it doesn’t end there. The building and grounds will form part of the Public’s property portfolio for many years to come, delivering primary and nursey education to the current pupils’ children and perhaps grandchildren. Jersey Property Holdings retains responsibility for managing and maintaining the building throughout its life, safeguarding the Public’s investment in bricks and mortar as well as providing facilities for the children of St Martin’s into the future.
And it doesn’t stop there. The former school will be handed back to the Parish to provide a valuable asset for the local community to utilise. So not “just another project”, but a building for the Parish and the Island to use and enjoy well into the 21st century.
