has fallen every year since the Community Schools and Sport Development (CSSD) service was created in 2006. The reported incidents have fallen 58% in five years – from 1,571 in 2006 to 655 in 2011 – due in part to this team of people.


This little-understood organisation of the States has the aim ‘To ensure the young people of Jersey can be healthy, safe and reduce their potential involvement in crime and anti-social behaviour’.


According to David Kennedy and Paul Brannan, who run CSSD, the many partnerships they have developed have enabled them to use statistics, anecdotal evidence and referrals to ensure they reach those groups ‘most at risk’. Some projects may reach four young people, whereas other projects may


engage 104, but overall what is important is the barriers to


participation are


removed and young people are able to contribute positively to their community.


In recent years more parents and guardians have been struggling to meet the needs of their children due to the high costs involved, so the department has had to use its resources effectively to provide extra courses for longer time scales particularly during school holidays.


Through a partnership with State Street in 2011, the department was able to absorb the costs involved and deliver the most comprehensive programme to date, thus enabling many young people to access positive activity which has not been possible in the past.


The department’s main aim since 2006 has been to promote social inclusion through sport and reduce the risk of anti social behaviour. There are many factors influencing the levels of anti social behavior, however, the department has continually increased the number of sports opportunities in ‘hotspot’ areas. The Barclays Late Night Football is the department's flagship project and has had a major impact on the dramatic reduction of calls to the police related to young people since 2006. "We have seen a 70% reduction in calls at Les Quennevais and a 50% reduction in St. Helier since the Barclays Late Night Football began"

David Kennedy and Paul Brannan said: ‘Although crime statistics may be much reduced in Jersey since we started, we must avoid complacency and keep ahead of any changes that we will face through the years.’


In 2011 the Community and School Sports Department:


•Made over 34000 contacts with ‘identified’ young people and adults


•Operated with a total budget of £140,000


• Secured over £20,000 in private sponsorship


• Delivered one of the UK’s biggest golf festivals


• Attracted over 4,000 young people to Fort Regent


• Co-ordinated 8 different sports in schools


• Increased the number of holiday sessions delivered from 38 in 2010 to 72


• Increased the number of contacts at neighbourhood projects by 31%


• Assisted in reducing calls to police (regarding youths) for the fifth year in a row


• Our facebook page now has over 670 'likes'.


• Helped to reduce conflict within the prison recreational environment.
