Alabama Legislative Summary There are only three casinos in operation

Unlike lotteries sports betting is not explicitly banned in the state constitution. In April Alabama lawmakers proposed a law that would bring sports betting to the state. Bill 315 would allow individuals inside the state lines to bet on sporting events on-site and via a mobile app. In addition it creates an Alabama Sports
Wagering Commission in order to regulate the betting market at seven locations already established around the state.
Arkansas Legislative Summary
Arkansas voters approved sports betting in a ballot amending the state constitution to
licensed casinos and to allow sports betting. The Joint Budget Committee's Administrative Rule & Regulation Review Subcommittee
recently approved new gaming rules allowing casinos at two existing racetracks and the
construction of two more casinos. All four will be able to offer online gambling although the language is still vague when it comes to how it will be regulated. In April Arkansas sports betting bill AR SB 669, was introduced in the
State Senate by Senator Will Bond. AR SB 669 would allow mobile wagering although again the language is vague. The online sports betting bill included a royalty of 1 per cent to be paid to major sports leagues. However in May Senators effectively killed off the bill over the issue of integrity fees.
Alaska Legislative Summary
Change to gambling laws in Alaska continue to look highly unlikely although there are moves afoot to legalise card rooms in the state.
California Legislative Summary
Under current rules the state allows for card rooms, tribal gaming and race tracks all of which have a vested interest in how sports betting develops in the state. The California
Arizona Legislative Summary
There are twenty six Indian casinos making it one of the largest tribal gambling markets in the US. According to Senate Bill 1158
introduced into the Senate by three Republican lawmakers in January “no other person or entity may operate sports betting” apart from
“each federally recognized Indian tribe that has a tribal-state gaming compact” with the state. Crucially, the new bill could see a rapid expansion of sports betting outside of casinos as it would allow tribes to offer sports betting via sports betting kiosks which tribes would be able to lease out. However the discussion of SB 1158 did not make it through the
committee stage and was reintroduced with new language that would legalize sports betting in Arizona by giving exclusivity to the state’s Indian tribes. As SB 1163 the bill was passed by the Appropriations Committee in February. However it does not cover online sports betting in any way.

attorney general’s office approved the title and description for a potential sports betting amendment to the state constitution that would have been eligible to appear on the 2020 ballot if it gathered enough support by
February 2019. However the California Sports Wagering Initiative did not get enough signatures to appear on the ballot. The measure would have allowed the California
State Legislature to permit “licensed gambling establishments, such as card rooms, to
conduct on-site sports wagering . . . and may result in authorization of sports wagering on tribal lands because of federal law.” However it contained no provisions when it came to mobile or online sports betting. For now changes to allow online sports betting remain highly unlikely.
Connecticut Legislative Summary
Connecticut has been looking at ways to legalise sports betting since 2017 but the state will need to reach an agreement first with the Mashantucket Pequot and Mohegan tribes which currently hold exclusive rights to offer casino gambling in the state. An expansion of both land based and online sports betting has the backing of both tribes. The tribes, which operate two very large scale casinos, the
Mohegan Sun and Foxwoods Resort Casino (and are jointly proposing a third) argue that they have exclusive rights to operate sports betting in the state. However in April Connecticut attorney general George Jepsen said that he disagreed. Another plan being
considered by lawmakers would issue licenses to the tribes and other gambling operators including the Connecticut Lottery Corporation as well as 16 off-track betting parlours around the state. But for now it is still unclear as to exactly how online sports betting will be allowed to operate.
Colorado Legislative Summary
